Qualifications
GS-12:
In order to qualify for this position at the GS-12 level, you must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1)Counseling and advising individual employees on routine complaints or grievance matters; (2) drafting responses for complaints, grievances, and appeals for higher level review and approval; (3)providing guidance to managers regarding day-to-day basic/routine employee relations matters; (4) and reviewing new or proposed employee relations policies, procedures, and guidelines.
GS-13
In order to qualify for this position at the GS-13 level, you demonstrate that you have met the requirements stated at the GS-12 level and have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) counseling and advising individual employees and managers on routine and complex employee relations matters; (2) consulting with settlement officials and implementing settlement agreement stipulations; (3) providing strategic advice and guidance to management; (4) and providing advisory services to managers regarding day-to-day employee relations matters, as well as on specifics for adverse actions.
Education
There is no mandatory education requirement or educational substitution for the GS-12 or GS-13 level in this occupational series.
