  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver?s license.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying compliance requirements of the Native American Graves Protection and Repatriation Act (NAGPRA); 2) Provide consultative services on matters related to archaeological and historic resources; 3) Providing input on National Historic Preservation Act (NHPA) issues in the development of Environmental Assessments and Environmental Impact Statements; and 4) Performing cultural resources and historic preservation services such as archaeological monitoring, archaeological and architectural survey, data recovery, development of cultural resources planning documents, curation, and public interpretation.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess bachelor's degree or higher from an accredited college or university that include 3 semester hours each in the following course areas: history of archaeology; Archaeology of a major geographical area such as North America or Africa; Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archaeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying AND Archaeological field school.

OR

A bachelor's degree (or higher) from an accredited college or university with related curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archaeological field school).

OR

A combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.

OR

Four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Work includes office related activities that is primarily sedentary and includes long periods of sitting, standing, walking and operating telephones, and computers. The work requires regular recurring field inspections, investigations, or surveys in which there is a considerable amount of walking, bending, stooping, and climbing. Terrain may be rough, with uneven ground and rocky surfaces in remote environments with varying weather conditions. Working around construction equipment , as well as moderate lifting is necessary. The ability to sometimes get to isolated field sites on foot or in vehicles is needed.

Work is both in an office setting equipped with adequate ventilation, air conditioning, heating, light, and toilet facilities, and also in the field where location, weather, and other conditions may vary significantly. The work involves moderate risks or discomforts that require special safety precautions while in the presence of construction operations and equipment. Work conducted in the field may require protective clothing or gear, such as :hard-hats," coats, boots, goggles, gloves, or shields.

A forty hour work week is typical for this position.

You may be required to work occasional overtime.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Pay retention may be granted when certain conditions are met.
