Summary

USAID Office of Inspector General (OIG) performance auditors assess the efficiency and effectiveness of agency programs. Their work can lead to program improvements that directly enhance the U.S. Government’s ability to maximize its development assistance around the world. Unlike financial auditors, performance auditors do not necessarily need degrees in accounting. Under the newly reconstituted 511 series, applicants for this position may have a variety of relevant degrees and experiences.

Duties

Help

As an Auditor (Performance) assigned to Office of Audit’s Global & Strategic Audits Division (GSAD) or Millennium Challenge Corporation, Audits Division (MCC/A) you will:

  • Assist managers and the audit team in defining performance audit scopes and objectives.
  • In coordination with managers and the audit team, support the development of researchable questions and methodologies to answer the audit objectives.
  • Collect data on agency operations from a variety of sources and through a variety of methodologies, including interviews, observation, and file review and, applying qualitative and/or quantitative analyses, identify key issues to answer the audit objectives.
  • Assist in coordinating information and schedules for site visits with relevant agency offices, both domestically and overseas, and with external parties.
  • Formulate conclusions and prepare segments of written reports supporting, as appropriate, recommendations for corrective actions required on the part of program officials.
  • Participate in briefings for internal and external parties, including audit entrance and exit conferences.
  • In coordination with managers and the audit team, ensure work is conducted in compliance with Generally Accepted Government Auditing Standards (GAGAS) and Inspector General performance audit policies and procedures.
  • Work effectively and collaboratively in a team environment, ensuring that diversity is valued, and all members are treated fairly, equitably, and professionally.

Qualifications

Basic Requirements for Performance Auditors:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting, international relations or development, regional or area studies, public policy or evaluation, journalism with international focus, or security policy.

OR

  1. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

To qualify for the FS-06 (equivalent to GS-09 grade level), you must have one year of specialized experience at the FP-07/GS-07 grade level or equivalent in the Federal service.  Specialized experience is defined as: (1) participating in the planning, preparation and execution of performance audits in accordance with GAGAS; (2) applying a variety of audit techniques to assist in an audit operation; and (3) participating in the analysis and reviews of information to develop audit recommendations of findings.

FS-06 grade level applicants may also qualify based on education or a combination of specialized experience and education:  To qualify based on education, applicants must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. A combination of specialized experience and graduate education may also be qualifying. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards

To qualify for the FS-05 (equivalent to GS-11 grade level), you must have one year of specialized experience at the FP-06/GS-09 grade level or equivalent in the Federal service.  Specialized experience is defined as: (1) participating in the planning, preparation and execution of performance audits in accordance with GAGAS; (2) planning and developing and/or modifying techniques and methods, conducting analysis, and interpreting the results for audit reviews; and (3) developing specific and unique audit/review plans to correspond to operating programs and/or control systems with generalized and/or nonspecific guidelines.

FS-05 grade level applicants may also qualify based on education or a combination of specialized experience and education:  To qualify based on education, applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related. A combination of specialized experience and graduate education may also be qualifying. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards

To qualify for the FS-04 (equivalent to GS-12 grade level), you must have one year of specialized experience at the FP-05/GS-11 grade level or equivalent in the Federal service. Specialized experience is defined as: (1) planning, preparing and executing complex performance audits in accordance with GAGAS; (2) interpreting complex policies and regulations in support of audit reviews; and (3) developing methods and procedures to resolve problem areas identified during audit operations.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
