Duties

Help
  • You will establish and maintain the celestial reference frame and assist in the monitoring of the orientation of the earth in three dimensional space.
  • You will plan, organize and analyze experiments in astrometry and/or astronomy and astrophysics to evaluate the accuracy limits of these reference frames.
  • You will be expected to formulate, initiate, and execute new and complex research projects in both basic and applied research in radio astronomy, with an emphasis on interferometry and related areas.
  • You will identify problem areas in the fundamental reference frames limiting their accuracy, and develop innovative techniques in the application of radio interferometry to overcome these difficulties.
  • You will represent the Naval Observatory as a member of national or international organizations and present reports on research at the Naval Observatory and at meetings of DoD groups and other Federal agencies.

Qualifications

SPECIALIZED EXPERIENCE GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Identifies and corrects astrometric effects, such as sources structure, which limit the accuracy and stability of the celestial reference frames.
  • Plans, organizes and analyzes experiments in geodesy, astrometry and/or astronomy and astrophysics to evaluate the accuracy limits of these reference frames.
  • Utilizes the research instrumentation of theoretical tools available both at the Naval Observatory and national and international facilities such as the Very Long Baseline Array of the National Radio Astronomy Observatory and other facilities.
  • Participates in national and international meetings, conferences, and organizations such as the International VLBI System for Astrometry and Geodesy and the American Astronomical Society.

SPECIALIZED EXPERIENCE GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Conducts basic and applied research to develop and implement improvements in the study of radio astronomy.
  • Identifies accuracy limitations and problems areas to develop new computer programs and implement new techniques in the application of radio interferometry to overcome problem areas.
  • Utilizes theoretical tools and equipment such as Very Long Baseline Interferometry (VLBI), to analyze the position, motions, and distances of reference frame objects.
  • Writes and publish findings from scientific research on radio astronomy, radio science, or VLBI for astrometry in professional journals.

Education

BASIC REQUIREMENTS: (TRANSCRIPTS ARE REQUIRED)
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess 1. Degree: in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics.

OR

2. Combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education. (TRANSCRIPTS ARE REQUIRED)

PHYSICAL DEMANDS:

You must be able to life 35 pounds.

WORK ENVIRONMENT:

Visits to astronomical sites and duties within the U.S. Naval Observatory may require occasional exposure to temperatures as low as 10 degrees.

This position is covered by the Department of Defense Priority Placement Program.
