The Supervisory Health Systems Specialist is located in the VA Office of Inspector General’s (OIG) Office of Healthcare Inspections (OHI) and serves as a Program Director. The incumbent will be assigned to one of these divisions: Vet Center Inspection Program, National Reporting, Health Information Community Care Data, or other program office. The incumbent oversees and directs a staff of Associate Directors, Health Systems Specialists (HSS), and program analysts in conducting health care program inspections; assessing operational effectiveness in individual VA Medical Centers (VAMC); and evaluating the efficacy of quality management (QM) procedures in Veterans Integrated Service Networks (VISN) throughout the Veterans Health Administration (VHA).
As OHI’s Division Director, you will:
Initiate the evaluation of nationwide health care programs in accordance with OHI’s annual strategic planning process.
Oversee and coordinate daily OHI activities, including those actions that entail resource and project planning and management, communication, and report content in accordance with OHI policies.
Participate in Department-wide activities involving the oversight of all Veterans Affairs medical QM and patient care activities including the effectiveness of QM activities performed by employees in VHA’s Office of Policy, Planning, and Procedures, Veterans Integrated Service Network (VISN) clinical QM reviewers, and VAMC QA/QM activities.
Perform special assignments in monitoring the quality of care provided by VHA and oversee the conduct of appropriate administrative and QA investigations.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Overseeing and directing a staff of healthcare inspectors, program analysts, and clerical employees in conducting health care program evaluations; AND
Managing an agency-wide program of quality assurance or patient care inspection and oversight activities in a healthcare environment; AND
Reviewing, analyzing and evaluating programs, procedures and problems pertaining to a wide range of factors that affect and influence the management of healthcare delivery both at the facility level and from a nationwide perspective; AND
Providing leadership and direction of a healthcare inspection staff ensuring expert support in quality assurance and patient care issues for a regional, central or comparable sized office;
OR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements; • Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
