This is a public notice for Direct-Hire Authority (DHA) for Domestic Defense Industrial Base Facilities and the Major Range and Test
Facilities Base (MRTFB).
Administer budget functions for operations and/or customer reimbursable programs.
Develop and formulate a segment of the organization's budget request for the coming fiscal year for assigned programs.
Prepare a variety of reports covering the financial status of projects, expenses and obligations.
Advise on the status and availability of funds in different budget accounts.
Perform analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding.
Monitor the use and rate of expenditure of budgeted funds.
Reprogram funds by reviewing and analyzing requests submitted by operating officials.
Provide fund control for assigned allotment serial numbers pertaining to the institutional and reimbursable budget.
Coordinate the closeout of un-liquidated obligations for assigned portions of the institutional and reimbursable budget.
Monitor travel, timekeeping, and other financial transactions to ensure accuracy, completion, and successful recording.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent to obtain and maintain Financial Management Level 2 Certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications

Minimum Qualifications GS-05
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes progressively responsible experience gained in administrative, professional, technical, investigative, or other responsible work. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Minimum Qualifications GS-07
Specialized Experience: One year of specialized experience which includes gathering financial data for budget documents and assisting personnel in reviewing and analyzing budgetary data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;

Specialized Experience: One year of specialized experience which includes gathering and consolidating financial data for formulating budget documents and using automated software to track financial data for discrepancies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Minimum Qualifications GS-11
Specialized Experience:One year of specialized experience which includes preparing budget estimates, analyzing financial data for variances, and monitoring the rate of expenditure of funds for timeliness and regulatory compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration and Finance, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
