As a Highway Safety Specialist, you will:

  • Develop, manage, and oversee projects of national significance to improve emergency medical services (EMS), 911 and emergency health care including those that implement projects that demonstrate successful strategies to for enhancing the collection and strategic analysis of EMS and 911 data which result in improved EMS, 911, highway safety and prehospital health care systems throughout the nation.
  • Develop, implement and evaluate programs with national partner organizations in emergency medical services, EMS data collection and analysis, EMS performance measures and highway safety. 
  • Coordinate program activities, interpreting NHTSA policies and procedures, resolving programmatic conflicts or barriers to program progress, and furnishing authoritative and future-oriented advice, with special emphasis on EMS data management, system analysis and performance measures.
  • Represent the Office of EMS on internal NHTSA teams, work groups, and office process teams, and represents NHTSA on various external committees and task forces, and routinely prepares and make presentations regarding emergency medical services and serves as a discussion facilitator among diverse organizations to arrive at national consensus on complex national EMS and 911 system issues.

The Ideal Candidate Statement: NHTSA is looking for a moderately experienced candidate to conceptualize, develop, manage, and oversee projects of national significance to improve emergency medical services (EMS), 911 and emergency health care including those that implement projects that demonstrate successful strategies to for enhancing the collection and strategic analysis of EMS data which result in improved EMS, 911, highway safety and prehospital health care systems throughout the nation. The ideal candidate will have a strong understanding of the use of data for policy making and influencing public opinion. The ideal candidate must also have knowledge in current EMS clinical and systems literature.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience in planning, developing, implementing and evaluating projects to improve local, state or national emergency medical services and emergency health care; experience developing budget documents, preparing response to Congressional inquiries and related back-up materials, and contributes to long and short-term program planning.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in developing, managing and evaluating complex local, State or national emergency medical services, EMS data collection and analysis, EMS performance measures, highway safety programs and projects involving intricate relationships among diverse Federal agencies and non-Federal partners.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated knowledge and experience of the technical complexities and the policy issues of comprehensive emergency medical services (EMS) systems, EMS data systems and analysis, EMS performance measures, highway safety, trauma systems, at the local, State and Federal level and the ability to translate this knowledge into technical assistance to State and local EMS and highway safety agencies and to suggested policy and grant language changes to Federal partners.
  2. Demonstrated expertise in developing, managing and evaluating complex local, State or national emergency medical services, EMS data collection and analysis, EMS performance measures, highway safety programs and projects involving intricate relationships among diverse Federal agencies and non-Federal partners.
  3. Demonstrated verbal, written, negotiating and persuasion skills in working with officials at all governmental levels and with private industry and special interest groups related to emergency medical services, EMS data collection and analysis, EMS performance measures and highway safety issues.
  4. Demonstrated experience in working on a team (i.e., improvement, issue, program, or interagency team), working under pressure and responding in a tight time frame.
