This position is located in the Office of Legislative and External Affairs of the Community Development Financial Institutions Fund (CDFI Fund), within the U.S. Department of Treasury. The CDFI Fund is committed to the vision that all people have access to affordable credit, capital and financial services. The purpose of this position is to help plan, develop, and implement a wide-range of communications and external relations for publicizing, communicating, or promoting the Fund’s mission.

Duties

Help

As a Public Affairs Specialist (Communication Specialist), you will:

-Plan, execute, deliver and/or evaluate the effectiveness of information, communication, media and public affairs activities in furthering CDFI Fund strategic goals.

-Build and maintain strong relationships with internal (e.g., Fund staff, Treasury officials, etc.) and external stakeholders (e.g., media representatives, Congress, industry representatives, etc.).

-Recommend strategies for enhancing all aspects of the program involving interaction with CDFI Fund’s internet publics.

-Develop and apply new approaches to communications issues and challenges.

-Research, write, edit, and design public communications materials and content for the CDFI Fund’s policies and programs.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-12: You must have one year of specialized experience at the GS-11 grade level in the federal service or equivalent private sector, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
-Experience establishing working relationships at multiple levels in order to disseminate messages that address organizational programs; AND
-Experience preparing written and oral informational (e.g. news releases, fact sheets, reports, presentations, etc.) materials that communicate an organizations activities or programs; AND
-Experience developing recommendations for management in improving communication with the general public, media, or specialized groups to advance an organizations mission and objectives; AND
-Experience preparing meetings that include public involvement strategies to various audiences.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on, if necessary.
- Undergo an income tax verification.
- Public Trust – Background Investigation will be required.

You will be evaluated for this job based on how well you meet the qualifications above.

Rating: Your application will be evaluated in the following areas: Interpersonal Skills, Communication, and Problem Solving. Category rating will be used to rank and select eligible candidates. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application. Your application may be reviewed by a Subject Matter Expert.
