Duties

  • Duties are listed at the full performance level.
  • Prepares work plans and production schedules, coordinates activities with other departments, and monitors and protects of crops.
  • Monitors and adjusts growing environments, observes seedling conditions, monitors for insect and disease, and takes necessary corrective measures including the application of pesticides in a greenhouse environment.
  • Assists in the supervision of subordinate employees conducting seeding, fertigation, crop protection and harvesting activities ensuring that all activities are performed in a safe manner.
  • Assists with field preparation, seed stratification schedules, seed sowing, irrigation, insect and disease monitoring, the application of fertilizers and pesticides. and the harvesting and packing of the crop in bareroot production.
  • Assists with regional cone collection programs and supervising the extraction, cleaning and storage of conifer seed.
  • Oversees seed testing procedures and assures that all tests are complete and accurate.
  • Participates in the preparation of financial and work plans for assigned programs by estimating, combining, and coordinating project plans into an annual unit work plan.
  • Serves as an interdisciplinary team member in the planning, scheduling, growing, harvesting and distribution of seedling crops and plant materials from greenhouses and bareroot production fields.

Qualifications

Basic Requirement for the 0437 Horticulture series:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in horticulture; or a related discipline of basic plant science that included at least 30 semester hours in the basic plant sciences, of which at least 16 semester hours were in horticultural subjects such as those dealing with the breeding, care, management, production, and post-harvest handling of horticultural crops.

OR

Combination of education and experience -- courses equivalent to a major in horticulture or a related discipline of basic plant science that included course work as shown above, plus appropriate experience or additional education.

Evaluation of Education: Courses in botany, plant physiology, plant taxonomy, plant pathology, genetics, agronomy, horticulture, and similar courses may be used to meet the 30-semester-hour requirement in basic plant sciences.

The 16-semester-hour requirement in horticulture includes course work in basic horticulture and course work related to any of the recognized subject-matter fields of horticulture, i.e., fruits, vegetables, ornamentals, nursery work, seed production, or course work in related areas of science, such as micro-biology, entomology, plant pathology, plant physiology, or genetics that is directly related to horticultural work.

In addition to meeting the basic requirement, you must also possess specialized experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS 05: Applicants who meet the basic requirements described above are fully qualified for the specified entry grade (GS-05).

For the GS 07: You must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service. Examples of specialized experience may include: Assisted with use of greenhouse equipment, seed preparation, seed sowing, irrigation, and applying fertilizers and pesticides; Assisted with monitoring and adjusting growing environments to maximize conditions and meet crop schedules; Assisted with monitoring insect and disease conditions and taking corrective measures using integrated pest management principles; Assisted with crop scheduling and native plant propagation from seed and cutting material.

OR

One full year (18 semester hours) of graduate level coursework that is directly related to the work of the position;

OR

An appropriate combination of graduate level education that is related to the position and specialized experience;

OR

Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
