The position of Librarian is located in the research library of the National Wildlife Research Center (NWRC). The Librarian plays a key role in organizing and providing information relevant to research scientists, technical staff, and outside collaborators for conducting this research. Evolving technologies, media, publishing trends, information storage methods, and information retrieval practices have changed the concepts of library and information services in the past decade.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Responsible for developing and maintaining a database to collect, track, analyze and clearly report analytical reports on NWRC publications and author statistics
  • Create and implement a plan to assess future scientific research trends based on bibliometric analysis
  • Responsible for developing and maintaining an electronic delivery system for all NWRC materials including electronic journals and serials.
  • Performs original or modified descriptive cataloging, subject analysis, and classification of a wide variety of specialized information in all formats.
  • Responsible for the maintenance of integrity of the catalog and integrated units (circulation) including standardization of records
  • Assesses, selects and applies current and emerging information tools and creates information access and delivery solutions that are aligned with the information needs of the NWRC and WS
  • Oversees the interlibrary loan program working with the library technician to provide material for patrons either through interlibrary loan, DigiTop or purchase.
  • Maintains library Internet and Intranet websites in coordination with the Supervisory Technical Information Specialist based on usability as new requirements arise.
  • Builds a dynamic collection of information resources based on a deep understanding of clients' information needs and their learning, work and/or business processes.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
BASIC REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Librarian, all grade levels.

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to the Basic Education Requirement as described above, applicants must meet the following to qualify:

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

- Experience in data management, metadata standards, and research support experience.
- Demonstrated proficiency in the use of relevant information technologies, information management tools, and analytical and searching techniques
- Experience with emerging web and digital technologies in research libraries.
- Experience with managing a digital library program
- Experience with MARC cataloging

OR 2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position..

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
