- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
Qualifications

Military Grades: E-3/A1C - E-6/TSgt

Compatible Military Assignments: Must possess AFSC 3E531.

GENERAL EXPERIENCE: This position is located at the 161st ARW in Phoenix, AZ. The primary purpose of the position is to provide technical
expertise in preparing engineering plans, specifications and cost estimates. Additionally, the incumbent of this position will conduct preliminary, intermediate and final contractual inspections. These activities require application of the basic principles of engineering technology and related disciplines.

SPECIALIZED EXPERIENCE:
GS-07 Must have at least 12 months experience, education or training and understanding of basic standard engineering principles, methods and practices. Experience using engineering instruments, testing procedures and techniques. Experience communicating both orally and in writing in a clear and concise manner.

GS-09 Must have at least 24 months experience, education or training with knowledge of basic standard engineering principles, methods and practices. Experience reading and interpreting engineering and architectural plans and specifications. Experience planning, scheduling and supervising; exercising initiative and sound judgment. Experience using a variety of inspection techniques and practices to determine
compliance with plans and specifications. Experience communicating both orally and in writing in a clear and concise manner.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Knowledge in reviewing engineering plans and specifications for compliance with federal and state regulations, and ensures that design formats comply with applicable guidance.

2. Skilled in participating in the construction planning process by investigating proposed projects to obtain field data, check existing facilities and utilities, and to conceptualize the scope of the completed project.

3. Ability to develop and produce engineering specifications and cost estimates using specifications guides, engineering handbooks, building construction cost data, manufacturers publications, engineering standards for types of materials, fire and safety codes, and other published material.

4. Skilled in furnishing sketches and layouts supplemented by verbal or written information for preparation of drawings.

5. Ability to prepare modification/alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent.
