Summary

This position will be located in the Disability Rights Section of the Civil Rights Division. The Program Analyst will be dedicated to the Section's efforts to enforce the ADA's integration mandate by preventing the unnecessary segregation of people with disabilities in institutional settings. Duties

Help
  • Determines the appropriate source of information and analyzing a wide variety of data to monitor disability-related services, programs, and activities.
  • Conducts statistical analyses of disability-related data to assist the Section's enforcement of the integration mandate.
  • Monitors state and federal disability policy and program developments, including federal regulations.
  • Identifies, develops, and recommends policy initiatives, enforcement activities, data-driven strategies, and training to enhance the Section's efficacy in enforcing the integration mandate.
  • Interacts and represents the Division in communications with external governmental and non-governmental entities.
  • Develops and maintains databases and other electronic repositories.
  • Identifies and performs other analytic projects in consultation with Section management.

Specialized Experience Requirements

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify at the GS-14 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or other pay system. This experience must include: 1) conducting data analysis, data mining and reporting to determine trends and deficiencies in social service or health care organizations and systems; 2) developing and supporting data resources needed for disability rights enforcement; 3) identifying, evaluating, and applying qualitative and quantitative data to health care or social service delivery programs and systems; 4) analyzing health care or social services policies to determine their potential impact on people with disabilities; 5) recommending improvements to management based on findings from data analysis; 6) identifying and analyzing data used to investigate potential violations of law or determine compliance with laws or policies; and 7) communicating information gathered from data analysis and evaluations to diverse audiences orally and in writing. The Civil Rights Division (Division) is primarily responsible for enforcing federal statutes and executive orders that prohibit, among other things, unlawful discrimination in education, employment, housing, police service, public accommodations and facilities, voting, and federally funded and conducted programs. The laws that the Division enforces also prohibit conduct by law enforcement agencies, as well as conditions of public residential institutions, such as health care and correctional facilities, that violate the Constitution.

The Disability Rights Section (Section) within the Division enforces compliance with the integration mandate of the Americans with Disabilities Act (ADA), as interpreted by the Supreme Court in Olmstead v. L.C., 527 U.S. 581 (1999).
