This position is Center Director of the USDA Agricultural Research Service (ARS) Center for Grain and Animal Health Research (CGAHR) in Manhattan, Kansas. The Mission of CGAHR is to conduct innovative research and develop new technologies to solve problems in arthropod-vectored animal diseases, and in the production, storage, and utilization of grain to ensure a safe, abundant, and high quality food supply.
Summary

Serves in a leadership role for research program planning, as well as implementation of the overall research missions, goals and policies of ARS.
Informs the Area Director of program and related considerations having a significant bearing on the development of research priorities and projections, budgets, and use of facilities based on the needs of the location and research program.
Participates with the Area Director and other research program leaders in developing criteria for budgetary priorities and projections. Provides leadership in developing and coordinating research program projections.
Provides leadership, direction and systematic approaches to identify research needs of stakeholders. Fosters and develops cooperative relationships with customers, stakeholders, policy makers, and land-grant universities.
Is responsible for the quality of all locally and Area approved research project proposals and their preparation for review by OSQR.
Ensures completion of project plan research objectives, milestones, and outcomes.
Provides the Area Director and other officials with advice on highly technical problems in the areas of agronomy, plant genetics, plant physiology, cereal chemistry, vector borne arthropod diseases and/or insect/disease management.
Supports the Agency programs concerning humane care and use of all vertebrate animals.
Collaborates with the Office of National Programs and the Area Office in planning, coordinating, and evaluating joint research established to fulfill the need for integrated, multidisciplinary approaches across the Agency strategic plans.
Serves on policy boards, committees, and advisory groups to develop policy guidance/guidelines within the broad area of agronomy, plant genetics, plant physiology, cereal chemistry, arthropod vector borne diseases, and/or insect/disease management.
Provides written scientific and administrative reports as needed. As, appropriate, participates in research activities.
Supervises Research Leaders, Administrative Officers, and other administrative and technical support positions as required.
Provides oversight for all administrative services.
You must:
- Have conducted outstanding research in the fields of agronomy, plant genetics, plant physiology, cereal chemistry, insect/disease management, food science, arthropod vector disease management, or animal health, as determined by a Qualifications Assessment Board;
- Have earned a doctoral level degree at an institution of higher education [as defined in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001)];
- Have national or international recognition authority and leadership in an area of widespread scientific interest and investigation; and
- Meet the qualification standards prescribed by the Office of Personnel Management for appointment to a position at the GS-15 level of the General Schedule.
Education
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
