What is the Communications & Liaison Division (C&L)? The Communications & Liaison Division (C&L) division works to support the IRS mission through information-sharing activities ranging from internal communications with IRS employees to external outreach and education with taxpayers, the tax professional community, partner groups, social and traditional media as well as Congress and state and local agencies.

WHAT DOES A PUBLIC AFFAIRS SPECIALIST DO? As an IRS Public Affairs Specialist Internal Communication in Internal Revenue Service, your oral and written communication skills are essential for sharing information throughout the IRS. You'll prepare communication plans to meet specific objectives, and then develop such information vehicles as electronic newsletters, web articles, emails, presentations, and video scripts. You will work with private contractors. You will work with stakeholders to develop key messages and determine appropriate distribution channels.


As a Public Affairs Specialist you will:

  • Establish and maintain mutual communication between agency leadership and employees across the Service.
  • Identify communication needs and develop informational materials that inform appropriate audiences of the agency's policies, programs, services and activities;
  • Plan, execute, and evaluate the effectiveness of information and communications programs.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience developing and implementing a comprehensive public affairs program that involves public information, internal information, media relations and community relations communication strategies for internal audiences that required a wide range of knowledge of communication requirements. This knowledge is generally demonstrated by assignments where you analyzed a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program including exploring the target audience and creating messages to reach them using the appropriate channel(s). 
 

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

One (1) position is to be filled in our Washington, DC location.

CONDITIONS OF EMPLOYMENT:

  • Tour of Duty:  Monday - Friday, 8:00 a.m. - 4:30 p.m.
  • May be required to file a confidential financial disclosure report within 30 days of selection and annually from then on.

Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, etc.) depending on your responses to the online questions, regarding your experience, education, and training related to this position.
