This position provides politically astute executive leadership for the Health Informatics Health Information Technology (HIT) Standards program to ensure the provision of timely, high quality standards-related consultation, development and outreach to partners within VHA, VA, as well as across the government and in the national and international healthcare communities.

The major duties include but are not limited to:

  • Leads and supervises a team of government and contract support analysts and subject matter experts that perform the activities related to the KBS Standards and Interoperability Program;
  • Assigns projects, including assessing policy, program and project feasibility; determining program goals and developing implementation strategies; and promoting an organizational structure to support effective work accomplishment;
  • Works to develop long range strategic and near term operational plans and objectives, and to develop, implement and monitor comprehensive program plans, budgets and schedules and works to ensure that CIDMO and OHI are effective in its approach to fulfilling the program objectives;
  • Provides executive management and strategic direction for the KBS Standards and Interoperability program office working closely with the Interagency Program Office/Federal Electronic Health Record Modernization (IPO/FEHRM) and other executive leads and external stakeholders, security funding for program initiatives, and selecting and assigning program staff;
  • Convenes meetings to present projects, programs, and issues to higher executive leadership formulating meeting agendas, coordinating the program and speakers, moderating the meeting, making presentations and introductions, and ensuring that the information is presented in a concise, complete, and effective manner;
  • Leads interagency departmental policy and planning deliberations and is accountable for the decision-making process;
  • Uses specialized knowledge and deep standards related technical expertise to represent the VA Health IT community interests and activities to internal and external organizations involved in development of community-based health information exchange;
  • Develops and implements strategies that directly affect the quality and usability of health data and health information systems nationwide;
  • Identifies trends in clinical practice, delivery models/environments, and their interrelation with electronic health records, health information exchange methodologies, and health information standard programs within the VA Health IT community;
  • Provides leadership and management in the design and delivery of information to improve clinical care and individual and public health;
  • Uses clinical expertise and current knowledge of clinical aspects of health care delivery to evaluate the clinical significance and quality of information that is processed (captured, transmitted, and stored) by advanced technology systems; and
  • Performs other related duties as required.
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m.

Qualifications

You must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of a Supervisory Health System Specialist? To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in Federal service. Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Your skills must be documented in your resume to receive full credit.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work may require some physical effort, such as standing, walking, bending, or sitting. The work often requires long hours to meet program deadlines and to devise corrective action and solutions to unexpected management crises resulting in sometimes highly stressful work situations. The work requires almost constant use of a video display terminal.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
