As a Health Scientist Administrator for the Division of General Patient Safety, you will support a portfolio of research to improve the safe use of medications.

Your major duties and responsibilities include:

  • Serve as a member of a multidisciplinary staff of researchers and patient safety experts, with the responsibility for planning, assisting, and coordinating Agency efforts for the improvement of patient safety and health care quality, particularly as it relates to the safe use of medications.
  • Stimulate research related to quality and safety issues and specifically related to safely using medications through the planning, development, and execution of new contracts which focus on the clinical, as well as other aspects of health care quality and safety, services and systems.
  • Develop new grant funding announcements; develop plans and schedules, monitor performance and provides technical guidance to investigators, and review and approve progress reports.
  • Develop specifications for acquisition plans and contracts, serve on technical evaluation review committees, manage contracts awarded, and provide consultation and technical assistance related to day-to-day contract management.
  • Represent the Center and Agency on multiple task forces, committees, and workgroups and provide substantive input related to patient safety and quality research, especially related to improving safe medication use.
  • Prepare position papers, reports, and oral presentations that summarize significant developments in your areas of expertise to include the safe use of medications.

QUALIFICATION REQUIREMENTS

You must have a Bachelor's or graduate degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

You must provide a copy of your unofficial transcripts that reflect your final degree has been earned/conferred by the closing date of this announcement. A copy of a diploma is not acceptable documentation for educational verification.

EXPERIENCE REQUIREMENT:


In addition to meeting the education requirement, to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience include performing the following types of tasks on a regular and recurring basis: reviewing, analyzing and synthesizing scientific and other information related to the safe use of medications, including presenting resulting information orally and in writing; identifying and recommending new evaluation strategies to enhance monitoring and evaluation of safe use of medication program activities; and, monitoring policies and procedures which govern the planning, awarding, and administration of contracts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

PATIENT SAFETY PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of patient safety programs, the policies that impact those programs, safety outcomes, regulatory and accreditation requirements, and clinical measures as appropriate.

CONTRACT MANAGEMENT - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.

SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.
