Help

At the full performance level, this position serves as a resource and technical advisor to top management in classification and position management matters, proposing solutions to resolve controversial, complex classification problems; and provides authoritative technical assistance and solutions to classification problems referred by specialist at other medical centers or to requests for explanations or clarifications of decisions by line operating officials, employee groups or employee representatives; applies appropriate Human Resources Management principles to resolve management problems. Maintains a continuing awareness in all matters concerning the mission, function, programs, organization, management and trends of assigned organizations to determine possible effects on classification and position management. Conducts classification and position management assessments in a changing environment and explains findings through in-depth written evaluation statements for one of a kind, complex, rare, unusual and standardized PDs. Provides advice on Title 38 Functional Statement (FS) formatting and answers questions related to their development and use. Reviews the content of the FS in comparison to requirements and qualification standards and works with customers to ensure an accurate and comprehensive FS is developed. Also makes determinations when duties are categorized in T38, Hybrid Title 38, or should be submitted for classification under Title 5 rules. Prepares responses regarding tentative drafts of new/difficult Office of Personnel (OPM) standards and guides, and facility responses to formal complaints and inquiries. Conducts internal classification reviews and consistency reviews; prepares local instructions for implementation of the facility classification and personnel management program; completes analysis and documentation of appeals; reconciles conflicting technical viewpoints by recourse to underlying principles; and confers with other HR specialist on cases where changes in classification might create problems/issues. Reviews and classifies position descriptions, writes reports of findings, conducts desk audits, and prepares evaluations as required for internal activity or in response to external requirements; prepares responses to external program review findings, such as OPM or Veterans Affairs Central Office (VACO) audits; locates, interprets, analyzes and applies classification standards and guides; evaluates positions which do not have directly applicable standards through cross-series comparison with related series and often by analogy with standards in other occupational groups. Serves as a member and consultant to reorganization teams and taskforces, and works on special projects, as assigned. Participates in meetings to interpret and correlate policy, procedures, and guidelines related to controversial or contentious actions and recommends solutions. May develop, modify and conduct the presentation of basic and refresher training in classification policies and procedures, developing training outlines and/or conducting classification and position management briefings for employees, supervisory and managerial personnel as required..


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position, you must have served 52 weeks at the GS-7 level. For a GS-11 position, you must have served 52 weeks at the GS-9 level. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience:

GS-9: Applicant must have one year of specialized experience equivalent to at least the GS-7 grade level or master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Specialized experience for this grade level includes experience equivalent to the GS-7 level providing advice and guidance to colleagues and managers in the area of classification; advising managers on sound position management; researching and conducting thorough analysis of positions and making determinations on the allocation of grade levels to positions using classification job grading standards, desk/telephone audits, and information obtained through research. Utilizing Title 5 of US Code, OPM guidance and e Classification in classification and position management issues.

GS-11: Applicant must have one year of specialized experience equivalent to at least the GS-9 grade level or Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Specialized experience for this grade level includes experience equivalent to the GS-9 level providing advice and guidance to colleagues and managers in the area of classification; advising managers on sound position management; researching and conducting thorough analysis of positions and making determinations on the allocation of grade levels to positions using classification job grading standards, desk/telephone audits, and information obtained through research. Utilizing Title 5 of US Code, OPM guidance and e Classification in classification and position management issues.


GS-12: Applicant must have one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience would typically include, but are not limited to: providing expert advice and guidance to colleagues and managers in the area of classification; advising managers on sound position management; researching and conducting thorough analysis of positions and making final independent determinations on the allocation of grade levels to positions using classification job grading standards, desk/telephone audits, and information obtained through research. Utilizing Title 5 of US Code, OPM guidance and e Classification in complex classification and position management issues.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
