Summary

This position is located in the Office of Inspector General (OIG), The OIG's mission is to protect the integrity of DFC's programs and operations. Additionally, the OIG provides independent oversight that promotes the efficiency, effectiveness, and integrity of foreign assistance programs and operations under DFC OIG's jurisdiction while striving to prevent and detect fraud, waste, and abuse. The incumbent of this position will serve as the Assistant Inspector General (Investigation).

  1. Provides executive staff assistance to the Inspector General through broad evaluation of program status and strategic program planning activity.
  2. Prioritize the broad spectrum of allegations referred to the IG in light of applicable laws, regulations and judicial opinions.
  3. Determine the extent and depth of allegations to warrant the allocation of investigative resources and or whether there may be potential for criminal, civil or administrative action.
  4. Serves as a senior advisor to the IG on a full range of investigative, management and administrative issues to establish and implement OIG's strategic vision, mission, and goals.
  5. Plans, coordinates, conducts, completes, and reports on routine as well as complex, high-profile, and sensitive investigations.
  6. Determines facts and develops evidence to establish the extent and nature of the alleged violation being investigated.
  7. Coordinates the planning and operations of investigations and maintains open communications and provision of timely and accurate responses to inquiries from participating and/or affected organizations.
  8. Provides supervision, advice, counsel, direction and instruction to subordinate supervisors and staff related to investigate activities.
  9. Serves as the IGs representative on interagency investigations and projects. Represents the OIG in meetings, conferences, and presentations involving a wide range of participants such as Congress, regulatory or law enforcement agencies; state, local, national, or international government offices; the media; private industry; and the OIG community.

Qualifications

You may qualify for this position, if you fulfill the following qualification requirement:

Age Restriction: The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a law enforcement officer position. This requirement does not apply to a) Preference-eligible veterans; OR b) Individuals who are 37 years of age or older and have previously served in law enforcement officer positions that were covered by a special law enforcement retirement plan.
AND
Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
AND
One year of specialized experience equivalent to the GS-15 grade level or above in the Federal service that demonstrates your experience providing leadership, guidance and direction on a broad range of investigation assignmentsof illegal and criminal acts AND developing and implementing investigative programs and methods for activities designed to prevent and detect fraud, abuse, and other criminal activities; AND reviewing/finalizing reports of investigations and summaries, including making recommendations for corrective action.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ):
Applicants must address the following mandatory qualifications separate from their resumes. Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical qualifications. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement. There is a maximum of two pages per MTQ.

  1. Demonstrated senior level investigative experience leading, directing, and monitoring a comprehensive Federal criminal or administrative investigative program in an Inspector General or law enforcement organization, involving broad and complex issues of fraud, waste, abuse, or misconduct through a large geographically dispersed professional workforce and requiring collaboration and coordination with multiple Federal, State, Local and International partners.
  2. Demonstrated experience applying a broad range of Federal laws including, but not limited to, the Inspector General Act, as amended, civil and criminal law, confidentiality provisions and whistleblower protection guidelines; Attorney General Guidelines for law enforcement, administrative, federal personnel, procurement and appropriations laws; Federal criminal law, Federal rules of criminal procedures, the rules of evidence and search and seizure, and providing technical/professional advice and assistance to investigators or prosecutors.

Desirable Qualifications - at least five years of prior experience in a managerial capacity with responsibility for providing supervisory direction to criminal investigators and special agents in charge in the Inspector General community who has conducted investigations of illegal and criminal acts ( e.g., fraud, embezzlement, bribery, kickbacks, false claims, conflicts of interest, bid rigging, cybercrime); violations of the Standards of Ethical Conduct for Employees of the Executive Branch and Federal agency Supplemental Ethics Rules; merit system principles; and other criminal, civil and administrative laws, rules, and regulations on the part of Federal agency employees, contractors, and others who do business with a Federal agency or are subject to OIG oversight

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a one-year supervisory or managerial probationary period unless met during prior Federal service.

Selection may require completion of a two-year trial period for expected service appointments unless met during prior Federal service.

If selected, you will be required to file a Confidential Financial Disclosure Report (OGE Form 450).

Must be able to obtain and maintain a Top Secret Clearance.

This position qualifies as a primary law enforcement position under both the Civil Service Retirement System (CSRS) and Federal Employee Retirement System (FERS). Qualified individuals will be eligible to receive or continue Federal law enforcement retirement provisions in either the CSRS or FERS Retirement Systems and are subject to the mandatory retirement provisions once reaching age 57 with at least 20 years of service as a law enforcement officer.
