Duties

This position serves as a Region Navy Gold Star Coordinator (NGSC).  Region NGSC serves as the principal point of contact for the region and with Commander Navy Installations Command Headquarters Navy Gold (CNIC HG NGS) Star regarding all aspects of the Navy Gold Star (NGS) program. Responsible for ensuring reports and data calls meet deadlines and suspense, and coordinate with the Installation NGSC to ensure that long term survivor assistance awareness, training and survivor advocacy is implemented according to DoD and Navy Policy. Responsible for conducting periodic reviews and analysis of program operation, training, and implementing back up/contingency plans to ensure service delivery during times when installation NGSC positions are vacant.  Responsible for initiating contact and coordinating available services of government and non-government organizations.

Qualifications

Incumbent has expert knowledge and understanding of requirements and operations of DoD and DoN Long Term Assistance programs and services, implementing congressionally and DoD mandated survivor assistance requirements for military personnel and family members.  Knowledge of Federal and agency regulations; knowledge of the specific organizations programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to program/operations area to consider their impact on programs. Experience with qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which have impact on Navy or FFSP goals and objectives. Experience in the concepts of program management, requirement determination, policy development, evaluative and analytical processes, programs implementation and approaches to identify and resolve significant issue and problems of a unique nature.  Ability to effectively communicate orally and in writing and to prepare and deliver recommendations at management briefings. Ability to manage several major projects concurrently, each of which require multiple tasks across many different levels of the Navy (i.e., local commands, regions, and headquarters) and other government agencies. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions to problems. Ability to work in a stressful environment on time sensitive issues.  This position is subject to a background check in accordance with federal regulations.
