Duties

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Interior Regions 1 & 2, Technical Support Division, Engineering and Mine Map Services Branch (EMMSB) in Green Tree, Pennsylvania..

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
1. Performs acquisition and back-up services to provide mine map collection.
2. Serves as the project coordinator for in-house, contractual, or co-operative processing of large collections of mine maps for photomicrography and scanning.
3. Performs or leads the archival of mine maps obtained from many sources in accordance with guidelines established by the National Archives and Records Administration (NARA), OSMRE, EMMSB, and the National Mine Map Repository (NMMR).
4. Generates mine map scans on various media for archive centers and State repositories.
5. Responds to inquiries from the general public and representatives from local, State, and Federal agencies, consulting firms, private coal and non-coal operators/companies, non-profits, and realtors working to identify mining hazards.

The OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-09: $55,023-71,529 per annum.
GS-11: $66,573-86,549 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements OR (2) Specialized Experience for the series to which you are applying.

GS-09:
(1) Education:
A. Degree: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED)
OR
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

OR

(2) Specialized Experience
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Utilizing ArcPro, ArcMap 10.0, and/or Google Earth for Geo-referencing and digitizing of maps;
2) Using basic Coal Stratigraphy and Coal Geology concepts to extract and understand information from maps;
and
3) Scanning and archiving documents and maps in accordance with the National Archives and Records Administration guidelines.

GS-11

(1) Education
A. Degree: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M or equivalent. (TRANSCRIPTS REQUIRED)
OR
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

OR

(2) Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Utilizing ArcPro, ArcMap 10.0, Global Mapper, IrfanView and/or Google Earth for geo-referencing and digitizing of maps;
2) Reading Topographic maps and being able to draw correlation between hard rock and coal mine maps;
3) Scanning and archiving documents and maps in accordance with the National Archives and Records Administration guidelines.
4) Communicating with the general public in order to provide customer service, research assistance, map processing, outreach, and/or collection activities.
