Summary

This position is located within Martinsburg VA Medical Center, Martinsburg, WV. The primary purpose of this position is to develop, manage and direct an extensive local library program, provide information and reference support to clinical and nursing programs, councils and committees and serve as an active team member with the multi-disciplinary management and clinical operations.

Help

Your duties can include but are not limited to the following:

  • Recommends and establishes the scope and extent of library programs and services to be offered
  • Develops and maintains knowledge-based systems and services relevant to the organizations needs
  • Develops, recommends, and monitors program budgets
  • Develops and implements corrective measures and new procedures to improve and/or expand library services
  • Collaborate with the VISN, VA Library Network (VALNET) and the VA Library Network Office (LNO) to continuously improve delivery of health care information
  • Capitalizes on existing and emerging technologies to improve access to pertinent information resources
  • Performs other duties as assigned
Work Schedule: Monday to Friday - 8am to 4:30pm

Qualifications

Basic Education: MUST have completed one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (Transcripts Required)
OR
Combination of Basic Education and Experience: MUST have a total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (Transcript Required)
AND

In addition to meeting the basic education and/or combination of basic education and experience requirement, you must also possess specialized experience and/or education to qualify for this position as described below.

Specialized Experience: MUST possess one (1) year of specialized experience equipped with the knowledge, skills, and abilities to perform successfully the duties of the Librarian - Medical position. To be creditable, this specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service. Specialized experience includes: possessing working experience developing, managing and directing an extensive local library program; providing information and referencing supporting clinical and nursing programs, councils, and committees; serving as an active team member with multi-disciplinary management and clinical operations; developing, recommending, and monitoring program budgets; functioning as a resource to clinicians by searching medical databases to identify and retrieve knowledge based information to resolve questions and controversies in diagnosis and treatment. OR
Education: MUST have successfully completed three (3) full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. This education must have been obtained in an accredited college or university. (Transcript Required)
OR
Combination of Education and Experience: MUST possess equivalent combinations of successfully completed progressively higher level graduate education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include progressively higher level graduate courses directly related to the work of this position (as described above). (Transcript Required)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Work is primarily sedentary, although some physical effort may be required including walking, standing, bending, stooping and reaching in the stacks, and lifting moderately heavy (up to 40 pounds) materials. Applicant may be required to make periodical visits to other facilities, local community organizations, training sites, and other locations.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
