Summary

This position is assigned to the VHA Office of Health Informatics Office. The Executive Director, Strategic Investment Management provides executive level leadership to VHA and is responsible for assessing, organizing, and advocating for information technology investments that support Veteran centric, high quality, efficient healthcare delivery. The ED, SIM oversees three major national services: Business Architecture, Requirements Development and Management, and Investment Governance Services.

Duties

Help

The Executive Director, Strategic Investment Management serves as a member of the OHI Executive Leadership Team and makes organizational recommendations and decisions related to staffing, alignment, organizational priorities, and needed actions. May serve as the Acting Chief Informatics Officer and represent the Office of Health Informatics (OHI) as needed.

Sets the vision and strategy for the SIM Office to inform the transformation of VHA health care through the timely provision of structured information that enables leadership to make knowledgeable decisions on health and health IT investments.

Develops functional requirements for IT supporting VHA business processes ensuring they represent the most advantageous mix of investments based on strategic value and business needs, transformational imperatives, business performance, risk, and cost.

Develops the Business Architecture for VHA. Identifies, classifies, and models business strategies,
functions, processes and information, to allow business executives and portfolio managers to make better and more informed decisions regarding IT requirements and acquisition.

Provides oversight of budget planning activities relative to VHA IT needs, coordinates IT governance functions within VHA, conducts VHA IT prioritization process and presents results through VHA leadership to the Under Secretary for Health for final decision.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TQ1: Ability to serve as VA's authoritative expert on business architecture, requirements and processes as they relate to IT solutions.

TQ2: Extensive experience briefing executive leadership regarding challenges, priorities and recommendations related to information management and information technology (IM/IT), as well as major Federal government health care IT activities and/or national health care IT standards activities

TQ3. Ability to articulate, negotiate, prioritize and advocate for IT expenditure needs based on input from a variety of executive-level customers.
