GS-11 Duties:
Assisting in conducting financial management projects and studies relating to planning, developing, implementing and evaluating financial management and accounting policy, systems, processes, methods, and procedures to enable and insure the timely and effective collection/delivery of financial information to all program participants and financial managers of GSA. Analyzing current methods and providing recommendations on a myriad of situations relating to financial management systems activities. Making recommendations on findings of projects/studies conducted independently or by assigned teams. Examining budget proposals for adequacy of justification, conformance with approved planning assumptions, and consistency with GSA policies. Conducting or participating in studies generating ideas and approaches for total financial management improvements.
Assists with quality assurance reviews of financial transactions and participates in federally mandated and agency specific financial audits, reviews, and internal control operations.
Performing financial transactions and research in support of business lines and programs. Reviewing financial results. Evaluating operating program income, revenue, expense, and profit/(loss), compared to projections, historical trends and approved plans; recommends realignments or corrective action where necessary. Assisting in the functional review and assessment of financial systems and enhancement initiatives and other information systems. Collecting and analyzing data for operating, reporting, or remedial actions that may form the basis for financial management decisions. Preparing reports and analyses.
Evaluating reports and data to determine that the effect of transactions are being properly charged to the appropriate user. Coordinating the issuance and distribution of prescribed financial reports and identifies exceptions requiring management attention.
GS-12 Duties:
Performs overall financial management analysis involving accounting, auditing, budget, and profit and loss analysis for assigned activities and
customers in order to support regional and national policies and procedures. Conducts systematic examinations and appraisals of financial documents. Analyzes and evaluates ongoing expenditures to ensure timely obligations occur in conjunction with anticipated customer budget forecasts. Reviews and assesses changes in program plans and funding and their effect on financial and budget program milestones. Works with financial personnel to recommend fiscal adjustments based on analysis of financial and budgetary relationships.
Maintains comprehensive automated records and data on financials to allow for and expedite the in-house processing, tracking and management of vouchers and payments. Assures interface of financial information with the larger automated accounting management system. Monitors accounting systems impacting operations and income, expenses or related activities/accounts.
Analyzes program operations, recurring reports, and special systems edits and provides advice to GSA managers and customer officials on regulatory requirements, financial policies, the interpretation of data, and program improvements. Prepares financial statements for required GSA financial reporting processes. Develops reports based on management or customer requests.
Provides recommendations regarding financial strategies and/or procedural changes designed to improve financial reporting and evaluation systems. Ensures the validity and technical accuracy of analytical findings and recommendations of studies/projects. Works with senior analysts in planning and developing segments of GSA's internal control architecture; assists in conducting reviews and assessments of internal controls initiatives. Provides advice and counsel to GSA leadership on financial matters. Reviews and analyzes GSA financial policies and practices.

The GS-11 salary range starts at $65,307.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service.
Specialized experience is experience providing support on a wide range of financial operations and must include the following:

Possess 3 full years of progressively higher level graduate education or PhD or equivalent doctoral degree; OR
Have a combination of graduate level education beyond the first 2 years of graduate study and appropriate experience that together meet the qualification requirements for this position.
The GS-12 salary range starts at $ $78,277.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is experience providing analysis and advice regarding financial programs and systems and must include the following:
