Summary

Duties

Help

As a Public Health Advisor, you will:

  • Prepare oral and written reports, report summaries, and status reports on biodefense and public health information; organize and deliver briefings to Departmental leadership, colleagues, and stakeholders on study findings and recommendations.  
  • Conduct research; analyze collected data, information, and findings; and interpret complex legislative, regulatory, and policy guidance for transportation issues related to public health and biodefense to inform Departmental positions and policy, interagency policy, and leadership;
  • Monitor public health trends, including public health incidents and emergencies, in the United States, the transportation industry, and the Department.
  • Provide advice and guidance to the Office of the Deputy Assistant Secretary for Administration and other Departmental senior management officials on public health issues, including pandemics and public health emergencies.  

The ideal candidate will have experience or education preparing them to serve as a Public Health Advisor for national transportation policy, providing research, guidance, recommendations, and support to Office and Departmental senior leadership. OST is looking for a self-reliant candidate with strong written communication skills, and the ability to work with experienced government and industry partners to establish policy goals and objectives.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre employment/pre-appointment drug test, you will also be subject to Random Drug Testing.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience researching and conducting outreach to external stakeholders regarding policy positions.
  • Experience developing policy and strategy proposals related to transportation, public health, or biodefense.
  • Experience assisting on strategy and policy integration efforts with intra- and interagency partners.
  • Experience related to emergency response and public health or medical events that cause catastrophic health effects.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience promoting and defending public policy positions (beyond simply conducting outreach to external stakeholders).
  • Experience presenting and negotiating policy and strategy proposals related to transportation, public health, or biodefense.
  • Experience leading strategy and policy integration efforts with intra- and interagency partners for high-profile initiatives.
  • Experience related to emergency response and public health or medical events that cause catastrophic health effects.
