The Incumbent of this position will:
  1. Conduct audit reviews related to the programs and operations of an agency to prevent and detect fraud, waste, and abuse related to those programs and operations; makes recommendations concerning legislative and policy initiatives and keeps the Congress and Board of Directors fully and promptly informed on problems and deficiencies in the programs and operations of the agency.
  2. Manage the planning, supervision, and the conduct of complex, novel, high-profile, and highly sensitive audits, evaluations, and special project reviews of agency programs and operations.
  3. Procure services and manages contracts as needed to met DFC audit needs.
  4. Provide oversight of the private capital industry providing foreign assistance, and internal DFC financial, administrative, and information technology (IT) activities.
  5. Provide direction and leadership for the development of strategies for the planning and implementation of major programs of significant scope and impact.
  6. Serve as part of OIG senior leadership; formulates and implements plan to improve program policies, practices, methods, and organizational structure.
  7. Assign responsibilities for carrying out objectives; coordinates and directs the work among organizations' units; set performance targets; and ensures completion in accordance with set objectives.
  8. Prepare, updates and communicates OIG audit policies and procedures to ensure compliance with applicable professional standards.

Qualifications

You may qualify for this position, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-15 grade level or above in the Federal service that demonstrates your experience providing leadership, guidance and direction on a broad range of audit assignments AND exercising effective managing control over all facets of audit activities within an organization to promote the economy, efficiency, and effectiveness of the programs and operations, and to protect those programs and operations against fraud, waste, and abuse.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ):
Applicants must address the following mandatory qualifications separate from their resumes. Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical qualifications. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement. There is a maximum of two pages per MTQ.

  1. Extensive knowledge of Inspector General programs and operations, planning and conducting audits and reviews using professional standards (such as the Government Accountability Office's Government Auditing Standards and/or the Council of the Inspectors General on Integrity and Efficiency's Quality Standards for Inspection and Evaluation) toassess the state of a globally dispersed department or agency and develop, review, publish, and defend reports on the results.
  2. Provides direction and leadership for the development of strategies for the planning and implementation of major agency programs of significant scope and impact. Formulates and implements plans to improve program policies, practices, methods, and organizations structure.

Education

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

or Performance Auditor

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Additional information

Desirable Qualifications: At least five years of prior experience in a managerial capacity with responsibility for providing direction to auditors and analysts in the Inspector General community with functional responsibility to ensure that work products are timely and of technical quality in conformance with Government Auditing Standards.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a one-year supervisory or managerial probationary period unless met during prior Federal service.

Selection may require completion of a two-year trial period for expected service appointments unless met during prior Federal service.

If selected, you will be required to file a Confidential Financial Disclosure Report (OGE Form 450).

Must be able to obtain and maintain a Top Secret Clearance.

This position allows for a flexible work schedule.
