Duties

Help

As a Program Analyst/Inspector in the Office of Special Reviews and Evaluations (SRE) at the Department of Homeland Security (DHS) Office of Inspector General (OIG), you will assist in conducting sensitive, impactful, and high-profile reviews of DHS programs and personnel, including in the areas of immigration, border and transportation security, disaster response, and civil liberties. SRE frequently conducts reviews at the request of Congress or senior DHS officials, and as a result of allegations of waste, fraud, abuse, and mismanagement received through our Office of Investigations. Examples of recent published SRE work include:

Inspectors in SRE may work with attorneys, auditors, and/or special agents in small multi-disciplinary teams. The teams conduct thorough reviews on tight timeframes, and produce reports and recommendations that drive important and tangible improvement within DHS and keep Congress informed of DHS activities. SRE program analyst responsibilities include:
- PLANNING/RESEARCHING: Participate in planning and researching inspections of complex and sensitive DHS programs or operations with other inspectors and program analysts
- COLLECTING INFORMATION: Assist with collecting data regarding DHS operations from a variety of sources, including interviews, observations, and file/data reviews and help to appropriately determine the data's relevance and reliability
- ANALYZING INFORMATION: Take part in conducting analytical research to discern relevant information and to identify trends, patterns or relationships
- COMMUNICATING: Contribute to drafting reports, briefings, presentations and other written products that present complex information in a clear, balanced manner. Communicate in a concise and organized manner with peers and supervisors.
- REPRESENTING THE AGENCY: Present a professional image of the agency when interacting with others, fostering trust and credibility.

Qualifications

You qualify for the GS-09 grade level (starting salary $53,433) if you possess one year of specialized experience at the GS-07 grade level performing duties such as:

  • Planning and conducting analytical projects in a team environment; .
  • Researching issues, laws, regulations and policies;
  • Contributing to the collection of evidence through observations, interviews and data/file reviews;
  • Assisting in performing quantitative and qualitative analysis on program operations and/or procedures to identify trends, patterns or relationships; and
  • Helping to prepare written documents, such as reports, work papers, or briefings OR
  • You have a Master's degree or equivalent, or 2 full years of progressively higher level graduate education leading to such a degree OR
  • You have a combination of experience and education. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-09 level.
You qualify for the GS-07 grade level (starting salary $43,683) if you possess one year of specialized experience at the GS-05 grade level in the federal service. Specialized experience at this level may include:
  • Performing research of laws/regulations;
  • Extracting, reviewing, and consolidating information from a variety of sources; and;
  • Assisting senior analysts in the preparation of reports; OR
  • You have completed one full year of graduate level education or may have a bachelor's degree and meet one of the requirements for superior academic achievement (usually GPA of 3.0 out of 4.0 in undergrad, or 3.5 for all courses in the major) OR
  • You have a combination of experience and education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
