Duties

Help

-Analyzes DRR IT business and operational issues and processes to resolve operating issues and advise on IT services.

-Assists business owners to identify, analyze, and prioritize new IT requirements that support business line needs of the division.

-Manages systems user oversight groups consisting of executives, managers, users, support contractors, and technicians to ensure DRR systems and services support the business needs. Organizes and conducts meetings for the user community to ensure systems and services effectively address business needs.

-Designs business solutions of varying size and complexity to deliver systems and services and related matters and initiatives to management.

-Leads projects by defining scope, resource requirements, budget and timelines to plan project milestones and deliverables.

-Serves as project manager or client’s representative on projects and acts as the customer’s primary point of contact.

-Directs and reviews or prepares documentation related to proposal justifications, statement of work, and system development life cycle artifacts to substantiate and fulfill division needs.

-Serves as the Oversight Manager or Technical Monitor to confirm proper controls, contracting procedures and task order objectives are in place.

-Oversees and manages IT programs to ensure accomplishment of goals and objectives. Establishes governance framework necessary to control operations and metrics to monitor the progress of programs and track related costs and allocation of resources against plans.

-Administers IT programs within DRR, such as the SharePoint site collection, and DRR’s use of Teams, and other corporate tools, to promote best practices, improve work processes through collaboration and content management compliance.

-Serves as primary liaison between user community and Chief Information Officer Organization (CIOO) in identifying, documenting and resolving technology issues.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service in addition to the individual occupational requirement (IOR)above.  Specialized experience is defined as information technology experience in a financial services or financial operations environment meeting current and evolving business needs that leverage resources and innovations by providing business consultation, requirement identification, and analysis; leading projects; and managing programs.

In addition to the specialized experience described above, this position requires:

  5. Ability to implement solutions utilizing knowledge of system development life cycle concepts and methodologies.
  6. Ability to identify contracting needs to support mission work, develop statements of work, solicit and mange contract resources and deliverables to support business needs utilizing knowledge of contracting regulations and contracting.
  7. Ability to complete simultaneous projects or on-going operations that are collectively well designed and managed utilizing knowledge of program management tools and techniques.
  8. Ability to communicate orally to diverse audiences to meet work objectives, and provide training and coaching.
  9. Ability to communicate in writing.
