Summary

The Research & Education Librarian/Veterans Health Education Coordinator will be assigned to the Learning Resources Service, at the Department of Veterans Affairs Medical Center, New York Harbor VA Health Care System, Brooklyn, NY. The Librarian manages the Patient Education Resource Centers of the VA NY Harbor Healthcare System as central locations for Veteran health education activities and whole Health education material for distribution to all areas of the system.

Duties include but may not be limited to the following:

Coordination of VHEI Initiatives and Program Development:
Recruits, interviews, and selects intern applicants, coordinates hiring of interns with the Human
Resources Department, provides supervision of interns, including writing evaluations.
Modifies and improves existing programs by updating content and instructional methodology.
Evaluates on-going programs for effectiveness.
Coordinates the continued evolution of electronic patient education documentation through the service's program analysts.
Promotes and ensures appropriate documentation among the staff who provide education to patients and families.
Ensuring the necessary interdisciplinary input to plan, implement, and evaluate Veterans health education services across the facility's continuum of care.
Collecting and analyzing facility and patient data sources to determine gaps or needs in Veterans health education programs, services and products.

Information Services:
General Learning Resources Center responsibilities:
Applies knowledge and expertise in Library and Information Sciences, particularly medical libraries and
specifically hospital libraries in order to direct day-to-day operations of the Learning Resources Center.
Evaluates collections in all formats, identifies gaps in the collections, organizes librarians to select authoritative resources to fill those gaps, and proactively identify and remove outdated materials from the collection.
Applies broad knowledge of hospital operations, the information needs of various health disciplines and knowledge of health- sciences publishing to develop targeted collections, highly relevant to client needs.

Education of health professionals:
Develops the Learning Resources Service's teaching programs with particular emphasis on developing user-centered
strategies for educating clinical staff in the use of numerous health-related databases including, but not limited to MEDLINE, CINAHL, Psyc Info, Cochrane Collaboration, UpToDate, and other point of care information products.
Applies in-depth knowledge of the related disciplines of health care as well as expertise working with hospital clinicians to design and maintain educational programs specific to the information needs and sensitive to the occupational challenges of clinicians.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm.

Qualifications

BASIC REQUIREMENTS: All Librarians must meet the requirements for professional education in library science or possess equivalent experience and education as follows: To qualify for this position, you must meet the Basic Requirements as well as the additional qualification requirements.

Basic Requirement Education: Having one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (Copies of transcripts are required at the time of application).
OR
Basic Requirement Combination of Education and Experience: Having a total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (Copies of transcripts are required at the time of application).

ADDITIONAL QUALIFICATION REQUIREMENTS: In addition to meeting the Basic Requirement above, you must also meet one of the following additional education and experience requirements for this Librarian position at the GS-11 level.

SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 grade level in the Federal Service. Qualifying specialized experience includes: knowledge of all aspects of the library principles, concepts, methodology, operations, and management to direct assigned library functions in the facility library and the general information needs of patients, staff and a variety of other users; maintains a comprehensive understanding of the policies, procedures, systems, and interrelationships of the organization and military patrons served in order to assess patron information needs, provide comprehensive reference, research, and advisory services, and to assist and instruct patrons on the content, nature, and use of library resources; understands library work processes, terminology, bibliographic utilities (e.g. on-line computer systems), and library and ADP standards and policies to plan, analyze, and evaluate the effectiveness of automated systems and procedures and to recommend and acquire new generation software and equipment.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-11: (Transcript Required): Having successful completion of three (3) full years of progressively higher level education in library science or doctoral degree (Ph.D. or equivalent) related to the position. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, eighteen (18) semester hours should be considered an academic year of graduate study. Transcripts must be submitted with application. Education cannot be credited without documentation.
OR
COMBINING EDUCATION AND EXPERIENCE GS-11: (Transcript Required): Equivalent combination of successfully completed related graduate level education and specialized experience as described above, to meet the total experience requirements for this position at the GS-11 level. Physical Requirements: The position involves sitting, standing for lengthy periods of time teaching, and walking around the facility. Some lifting and carrying is involved with moving or arranging education material or equipment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
