Summary

This position is located in the MCT, within the Department of Veterans Affairs. The Program Manager will liaise with internal and external counterparts within VA Central Office, in the Office of Information and Technology (OI&T), the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and the National Cemetery Administration (NCA), among others, on integration activities between VA Administration business lines and OI&T functions.

Physical Requirements: The work is 50 percent sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Major Duties:

  • Plan and lead organization change management strategies to prepare, adopt and implement changes in organizational structure, culture and business practices within the VEO.
  • Formulate policy alternatives on various issues and topics, and devise strategies for implementing these policies and meeting program objectives.
  • Develops effective governance, acquisition and contract management strategies and solutions for the Organization Change Management Division and promotes Veterans Affairs transition to a strategic contact center modernization systems vision.
  • Demonstrates consistent emphasis on EEO, affirmative action and avoidance of discrimination with regard to race, sex, religion, national origin, color, age and physical or mental handicap in employee selection, promotion, training and other personnel management practices.
  • Oversee and plan studies, surveys, and research concerning broad areas of consideration having a major impact on the VEO service programs and its beneficiaries.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2021

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one-year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one-year timein-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience, as described below:

Specialized Experience: In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience leading/planning organization change management strategies to prepare, adopt and/or implement changes in organizational structure, culture and/or business practices including organizational readiness and preparation and/or stakeholder analyses, and/or communications planning, and/or human resources and training; developing governance, acquisition and contract management strategies and solutions for modernization purposes; formulating and developing strategies for the implementation of policies; managing, providing guidance to subordinate project managers and resolving critical issues with projects and programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education

There is no educational substitution at the GS-15 grade level.
