If selected for the Grants Management Specialist (Sr. Program Officer) position, the incumbent will serve as Senior Program Officer with primary responsibility for managing a variety of assigned grant programs, specifically Native American and Native Hawaiian Library Services Programs within the Office of Library Services (OLS), Discretionary Services Program. Typical assignments will include but are not limited to:

  • Responsbility for the ongoing development and maintenance of a database comprised of subject matter experts in the various phases of library operations who may serve as reviewers of grant application, or members of rating panels or in other capacities helpful to the program.
  • Responsibility for representing the agency and the program in a range of activities designed to spread information about the grants, the agency and the procedures widely among the institutions and associations that are the targets of the grant program.
  • Discerning from contacts within and without the agency areas of the need that the present grants do not adequately address, or opportunities to use the authorized grants to bring about significant changes in the institutions affected and their relationships with their communities
  • Serving the agency and the library community as an expert and sources of information and knowledge about developments, trends, and best practices in the institutional field covered by types of grants.
Performs other duties as assigned.

Qualifications

GS-13: To be eligible at the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as (1) knowledge and/or experience with operational and administrative policies, processes, and procedures of grantmaking in federal, state, or local government(s) or non-government organizations; (2) knowledge and/or experience with reviewing, awarding grants, and administering awards for grants or cooperative agreements; (3) skill in written communications to create policies, reports, and responses to internal/external inquiries; (4) experience and skill in leveraging the expertise of and building cooperative relationships with external stakeholders; and (5) presenting findings or recommendations on program-related activities in one of the following areas: Native American studies, library services and operations, archives, preservation, and cultural heritage and collections stewardship.

NOTE: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not a substitute for specialized experience at the GS-13 grade level.
