Physical Requirements: Work is sedentary and is performed for the most part while seated comfortably at a desk or table. Some physical exertions include standing, walking and lifting.

Major Duties:

  • As FTS Division Chief Director, incumbent executes authority and responsible for one or more FTS Divisions.
  • Manages a portfolio of IT Investments that align with the overall needs of mission and enterprise priorities.
  • Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
  • Develops and maintains cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.
  • Key leader in the mission critical security operations, project management, and business office functions in the FSC.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

The Financial Technology Service (FTS) Division Chief Director at the Financial Services Center (FSC) provides the overall leadership of Mission Critical Information Technology Infrastructure that supports nationwide VA Programs including the Financial Management Business Transformation (FMBT), Healthcare Claims Processing System, payroll, Invoice Payment Processing System and other enterprise wide financial systems supporting Veteran's Healthcare, Veterans Benefits and National Cemetery. The FSC is a Franchise, fee-for-service organization and, as such, provides services to other Federal Government agencies. The nationwide mission of FSC impacts VA and other Federal Government agencies on a national level.

The Selective Placement Factor for this position is: Experience managing staff responsible for an organization's IT infrastructure, cybersecurity and privacy programs, and using a Development Security Operations framework to deliver solutions and services to customers.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the experience requirement above, applicants must meet the specialized experience requirement listed below.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience including experience as a senior manager responsible for all administrative, financial, human resources, and technical sufficiency aspects for the information technology (IT) program areas managed. Experience as a key senior participant in the annual and long-range planning and program development, operating policy, advanced technologies, research and application, organizational enhancements, requiring internal and external coordination. Provides program management for assigned projects and program areas and provides technical leadership and advice on a wide range of data center, security, business, facilities, and project management operational issues and administrative programs necessary to meet the mission objectives. Experience maintaining and administering the physical and virtual infrastructure, operating systems, software platform, web application, and database layers for VA Web applications.

There is no educational substitution for the GS-15 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
