and other statutory authority; (2) represent OIG in administrative hearings, depositions, and other proceedings; (3) represent the OIG in federal court litigation manage federal court involving the Department of Justice; (4) provide ethics advice to OIG employees under the DOL’s Ethics Program; (5) review proposed legislation and other congressional materials; (6) manage the OIG’s Whistleblower Coordinator Program; and (7) manage the OIG Records Management and Information Disclosure programs.

The incumbent serves in a developmental position as an attorney-advisor with the internal title of “Assistant Counsel” under the direct supervision of the Counsel to the Inspector General (IG). In this capacity, the incumbent is responsible for providing legal advice and representation on a wide range of complex matters related to the mission and operations of the OIG.

MAJOR DUTIES

1. Perform analysis of law and facts to provide conclusions or recommended solutions to questions and issues presented.

2. Research, and draft or summarize memoranda outlining the facts and legal issues involved, and explaining the application of legal principles and precedents, and justifying recommendations or conclusions.

3. Orally present sensitive, confidential, or highly contentious information effectively, with appropriate tone and sensitivity for the audience.

4. Reviews proposed regulations and regulatory guidance.

5. Assists Office of Legal Service attorneys in routine administrative litigation involving the Office of Inspector General.

Qualifications

Basic Requirements: This position has a positive education requirement. Applicants must meet the basic requirements of this position in order to qualify for appointment to an Attorney position.

To qualify for an attorney position, applicants must possess a professional law degree (LL.B. or J.D.); be a member in good standing of the bar of a court of general jurisdiction of a state, territory or possession of the U.S.; and have acquired the amount of experience indicated below for the grade level.

GS-12, one (1) year of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level.  At least one year of qualifying experience, at the GS-11 grade level, must be specialized experience as defined below.

Specialized experience is Federal, state, contract, or equivalent experience in the private sector that has equipped you with the particular competencies to successfully perform as an Attorney Advisor.  Examples of such experience include: Under direction providing legal advice, research, analysis and interpretation of federal, state, and local laws; Assisting in writing opinions, memoranda, pleadings, briefs, and legal support of agency/organization programs and litigation; Performing other legal services as assigned; Preparing various kinds of legal documents, both for specific case use and for general use under guidance; Ability to conduct legal research to handle cases involving Office of Inspector General programs and operations; Ability to apply legal analysis and make sound legal judgment to find appropriate precedent or distinguish applicable law or facts to support or justify legal positions with advice from senior attorneys.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

-Knowledge of the Inspector General Act of 1978. Fundamental exposure to statutes, regulations, standards, case law, and authoritative sources related to the Inspector General Act of 1978.

-Legal Analysis. Independently identifies, evaluates, and resolves pertinent legal and factual issues, including the most complex and significant matters, in a clear, objective, and understandable manner.

-Legal Research: Researches the complex and significant matters, with appropriate consultation.

-Oral Advocacy and Communication: Fundamental ability to understand and communicate relevant facts, law, and policy in the most difficult and significant matters.

-Legal Writing: Authors original legal documents that are accurate, thorough, clear, logical, well organized, understandable, concise, and persuasive, as appropriate.

-Litigation: Fundamental knowledge of the Federal Rules of Criminal and Civil Procedure, and the Federal Rules of Evidence. Ability to assist, under supervision, in civil, criminal, and administrative litigation. Works with assisting OLS Attorneys in preparing and presenting routine litigation matters.

-Problem Solving: Logically identifies several alternatives from researched information in solving routine to moderately complex problems and/or issues.

-Self-Management: Establishes own goals and work priorities to achieve deadlines. Independently assumes new or additional work responsibilities.
