This Title 32 position is open to the following: AREA I - All dual status permanent Bargaining unit excepted employees or technicians in the Montana Air National Guard (MT ANG), AREA II - MT ANG members, current MT ANG Non-bargaining unit excepted technicians, or T5 Employees (that are willing and eligible for MT ANG military membership, if not a current member) & AREA III - Personnel eligible and willing to become a member of the MTANG.
This position is located in the Life Support function of an Air National Guard (ANG) Aviation Wing. The purpose of this position is to serve as a Small Shop Chief (SSC) with the responsibility for the overall shop. The position oversees and directs the work of one or more employees who perform work in the Aircraft Survival Flight Equipment Repairer, WG-4818-10 occupation who are assigned to the shop. The incumbent performs the full range of non-supervisory journey level work of the shop.
Plans and lays out work to be accomplished in the shop which is then completed by the incumbent and lower graded worker(s).
Utilizes knowledge and skills of the journey level as well as those required to plan, accomplish, and maintain a functional shop maintenance program.
Independently determines appropriate maintenance procedures such as how and when the work should be accomplished. Estimates manpower, equipment, and material requirements.
Devises and maintains all program plans and records, performs surveillance and troubleshooting, and determines maintenance/repair procedures to be utilized.
Plans, organizes, and directs shop maintenance programs/procedures under general supervision.
Determines approaches, methods, and courses of action required to accomplish the mission of the shop in an effective and efficient manner.
Provides recommendations and input to the supervisor concerning personnel actions such as performance appraisals, awards, position description changes, disciplinary actions, leave, etc.
Performs the full range of journey level work of the shop.Implements safety regulatory requirements. Ensures that other workers in the shop wear appropriate safety equipment and follow pertinent safety precautions.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL EXPERIENCE: Must possess experience or training which demonstrates the applicants knowledge of materials and equipment used in the line of work (helmets, torso harness assemblies, parachutes, survival equipment). Ability to understand written instructions and to use reference materials and manuals.
SPECIALIZED EXPERIENCE: Must posses at least 18 months of experience or training which has demonstrated knowledge of aviation life support equipment. Experience reading and interpreting military manuals. Experience in supply procedures and property accountability. Experience collecting information and presenting it to various sized groups. Experience in planning a functional shop maintenance program is essential.
PLACEMENT STATUS/TENURE OF SELECTEE:
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position.
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee (tenure 3) in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available.
INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3). This employee will have no reemployment rights to their previous T5 position.
INDEFINITE APPOINTMENT - State National Guard Members (includes T32 NTE employees and MTNG members not currently a federal employee): This is an obligated position. Selectee will be appointed as an indefinite employee (tenure 3).

Knowledge and understanding of all aircrew flight equipment and chemical/biological defense equipment utilized by the units aircrew to ensure aircrew flight equipment/ components meet airworthiness criteria, operate within specified tolerances and in the proper sequence, and are mission ready to support the requirements of day-to-day operation as well as sustained critical combat operations.
Ability to inspect, test, calibrate, certify, evaluate, troubleshoot, disassemble, repair, overhaul, assemble, replace, as necessary, and issue life support parts and equipment.
Ability to install, remove, and inspect all aircrew flight equipment on the unit aircraft.
Ability to utilize a variety of complex, state of the art diagnostic testers/systems/specialty tools to test, troubleshoot, and repair all aircrew flight equipment utilized by the unit.
Ability to perform precision soldering on flexible circuit boards to repair/replace defective parts.
Ability and certification to plan, organize, develop, direct, implement, conduct, and evaluate formal academic classroom and technical instruction on a wide variety of life support topics to provide initial and recurring training for all aircrew and passengers.
Knowledge of and ability to utilize multiple computer main frame programs/data bases.
Knowledge of materials handling, inventorying, and supply procedures to store and maintain adequate supplies of aircrew flight function parts and equipment.
Knowledge of and certification in handling, shipping, storing, and ordering multiple hazardous materials to include munitions/ammunition assets.
Skill and ability in the operation of materials handling equipment utilized in receipt, storage, and shipment of the unit life support supplies and equipment.
Ability to plan unscheduled work when detailed specifications are not available and take measurements for articles of various shapes and sizes.
Knowledge of fabrication mathematics, to include fractions, equations, and plane measurements to make problematical calculations.
Expertise to fit items to spaces or locations with unique parameters, unusual shapes, or obstructions.
Thorough knowledge of all types of common fibers, blends, fabrics, and finishes to include a knowledge of performance and handling characteristics such as dimensional stability, abrasion resistance, and heat sensitivity, to select materials to meet particular needs.
Ability to substitute materials when the precise type or weight desired is not available.
