  • Develop instruments, request proposals, analyze responses and make or recommend acceptance by higher authority.
  • Perform administrative tasks related to a wide variety of partnership and cooperative agreements.
  • Assist in review of performance reports, make decisions related to disputes and advise on terminations.
  • Approve all grants and agreements for the unit, as well as notification(s) of funding availability within the limits of delegated authority.
  • Approve case-specific official correspondence sent to partners, program personnel, and other interested parties.
  • Review reimbursement requests, process payments and close out agreements within established procedures.
  • Participate in review of the effect of changes in laws, regulations and policies.
  • Stay abreast and review changes to policies, regulations, and legal authorities affecting grants and agreements, administration and performance reporting.
  • Participate in meetings or workshops for unit agreement coordinators to maintain agreement and grant expertise.
  • Provide interpretation of laws and regulations concerning use of Federal funds and qualifying program expenditures.

Qualifications

Specialized Experience Requirement:

For the GS-07 level:
You must have one year specialized experience equivalent to the GS-05 in the Federal service. Examples of specialized experience include meeting one or more of the following: Participated in the review of statements of work and financial plans for agreements, contracts, permits, or related instruments, including reconciliation of expenditures; Assisted in the preparation and negotiation of terms, conditions, cost, schedule, and closing out of agreements, contracts, permits, or related instruments; Prepared correspondence and provided information to others relating to administrative and fiscal matters; OR one full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-09 level:
You must have one year specialized experience equivalent to the GS-07 in the Federal service. Examples of specialized experience include meeting one or more of the following: Prepared or reviewed grants and agreements and/or acquisition proposals to ensure alignment with statutes, regulations and policies; Provided support in the execution and administration of grants, agreements, or acquisitions/contracts; Assisted in the closeout of grants, agreements and/or contracts/acquisitions including reconciliation of expended funds and/or reviewed statements of work and financial plans to determine appropriate instrument and applicable provisions; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-11:
You must have one year specialized experience equivalent to the GS-09 in the Federal service. Examples of specialized experience include meeting one or more of the following: Monitored grants and agreements to assess compliance with regulatory, policy, and reporting requirements; Performed standard grants and agreements administration tasks; Conducted standard grants and agreements close-out processes, including the preparing of final assessments for compliance with statutory and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings and/or applied work methods when performing grants and agreements pre-award tasks; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
