    This position is located in the Cybersecurity Division (CSD) within Cybersecurity and Infrastructure Security Agency (CISA). The Cybersecurity Division leads cybersecurity efforts for CISA as the Nation's flagship civilian cyber defense organization. The division collaborates with partners across the government and private sector to enhance the Nation's cybersecurity by sharing information, providing cybersecurity services and technical assistance, as well as through education and awareness.

    The Associate Director for Capacity Building is responsible for monitoring and evaluating the effectiveness of the enterprise's cybersecurity safeguards, to ensure that they provide the intended level of protection, assess policy needs and collaborate with stakeholders to develop policies to govern cyber activities, design/integrate a cyber strategy that outlines the vision, mission, and goals that align with the organization's strategic plan, conduct long-range, strategic planning efforts with internal and external partners in cyber activities, and collaborate with key stakeholders to establish a cybersecurity risk management program.

    Specific responsibilities include:

    Work with the Assistant Director and Deputy Assistant Director to participate in the development, implementation and management of the CSD strategic plan.

    Advise the Assistant Director on issues relating to the cybersecurity of IT networks across civilian government, as well as State, Local, Tribal, & Territorial (SLTT) and private sector networks

    Oversee the Department's responsibility for federal civilian networks and systems resilience by providing technical guidance and support for the cyber security (design, development, capacity planning, engineering, operations and maintenance) of the federal civilian government enterprise.
    Oversee the development, implementation, and maintenance of cyber security tool suites and dashboard operations to assist in the monitoring, troubleshooting, and proactive management of networking and systems protection strategies using requirements in current cyber legislation, OMB policy memos, DHS regulations, NIST guidance, and industry best practices.
    Ensure the secure and reliable operations and performance of unclassified federal civilian internetworking systems, equipment and network services and providing operational, administrative, and management guidance for the cybersecurity of critical infrastructure.
    Oversee implementation of DHS cyber directives, Trusted Internet Connection, and secure cloud initiatives for CSD in support of future DHS and federal civilian priorities.

    Provide oversight and management responsibility for developing and maintaining technical baselines for secure federal civilian network infrastructure through testing, evaluating and reviewing the enterprise network systems.
