OIG’s Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve.  Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The Statistician’s work will be done in conjunction with the Special Agents in Charge of the Investigative Development Division and Healthcare Fraud Division to ensure statistical studies and priorities are in line with organizational objectives.  As such, the incumbent will monitor statistical study schedules and priorities based on the short and long-term business strategy of the Office and OIG; provide statistical leadership to OIG staff on projects and initiatives that require statistical expertise; and assist with study design, data collection, statistical data analysis, and interpretation.  Assigned projects may involve new or controversial issues, which require fluid or adaptable planning and execution in order to effect needed changes in major programs, compliance with new legislation, and facilitate the resolution of long-standing problem areas of vital importance.

As a Statistician, you will:

  • Prepare data for analysis by merging and coordinating multiple data sources, constructing and modifying variables appropriate to analyses, and carrying out internal consistency checks. 
  • Design, plan, and initiate national review studies, surveys, and investigations; participate in various aspects of the study or survey design process, including conducting a search or review of the existing literature and data in the outcomes; and prepare and/or present summaries.
  • Design questionnaires and other data collection instruments.  Assist in planning and coordination with team members, who may be located in several geographic areas during an investigative project.
  • Work with the Special Agents and analysts of the Investigative Development Division and Healthcare Fraud Division to select databases appropriate to the request, developing a plan of analysis, selecting appropriate statistical techniques, executing the analysis, interpreting the findings, and providing appropriate technical documentation.
  • Participate with the OIG investigative or inspection staff in investigating and responding to Hotline complaints when expertise is required. These projects may involve matters of suspicious activity indicative of fraud, waste and abuse in healthcare, benefits, or procurement.

Qualifications

You must meet the following requirements by the closing date of this announcement.
 
Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Sampling, collecting, computing, and analyzing statistical data. AND
  • Applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education

You must meet the minimum basic education and/or work experience requirements for professional Statistician series in the Federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit).

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
