Duties

  • You will serve as a Procurement Analyst in the Contract Support Branch of the Major Contracts Division.
  • You will be responsible for disseminating acquisition policy guidance, conducting research of various acquisition related issues.
  • You will be preparing/submitting reports to the Head of the Contract Support Branch and others, and completing policy review of pre and post award procurement documentation.
  • You will be participating in pre and post award peer reviews, and providing advice/assistance with numerous pre and post award issues that may surface.
  • You will review, analyze, interpret and disseminate the constant stream of laws, regulations, circulars, and instructions received that are related to the pre/post award contract and/or grant (and other forms of assistance) functions.
  • You will constantly monitor policies and procedures in order to streamline the Contracting Division?s pre/post award acquisition and/or grant functions.
  • You will serve as a technical expert on standards and procedures governing all functional areas of the acquisition and assistance processes, most of which are applicable to the peculiar requirements for basic and applied research.
  • You will develop suggested policy and techniques required to respond to or support peculiar or unique agency positions or procedures involving the administration of contracts and/or grants with universities and non-profit organizations.
  • You will draft policy guidance and interprets directives to clarify intent, and recommends implementation strategies.
  • You will maintain an awareness of actions by both legislative and regulatory bodies, which prospectively may impact upon the pre and/or post award phases of contracts and grants.
  • You will coordinate the modification, updating, and cancellation of policies and procedures, as necessary.
  • You will handle special projects, involving research; contact with Assistant Secretary of the Navy for Research, Development and Acquisition procurement analysts, Defense Acquisition Regulations Council, other DoD activities, or outside agencies.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Conducting reviews of contract files and documentation in accordance with procurement laws, regulations, and agency procedures; (2) Assisting with advanced acquisition planning and administration of complex R&D contracts; (3) Formulating acquisition policy guidance related to pre/post award acquisition and/or grant functions; (4) Interpreting procurement laws and regulations and recommending implementation strategies; (5) Coordinating and responsible for data calls, process reviews, policy evaluation and their formal responses (remedies, plans, or reports) with internal and external stakeholders; (6) Responding to investigations and audits by acquiring program feedback, drafting remedies, and coordinating response with appropriate Division personnel.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
