    The Chief Statistician, together with the Division Director and Deputy Division Director, leads overall strategic planning and policy-setting for the National Center for Science and Engineering Statistics
    (NCSES), exercising principal responsibility for developing and executing policies and practices in the areas of survey methods, statistical standards, data quality, data access, disclosure avoidance, and survey innovation. The incumbent implements the requirements of the Confidential Information Protection and Statistical Efficiency Act (CIPSEA) and NSF's confidentiality legislation and is the Senior Statistician within the National Science Foundation as well as NCSES and is recognized as the foremost technical resource in the agency. 

    NCSES is designated by the Office of Management and Budget as one of thirteen principal statistical agencies within the Federal government and has as its prime objective the development of both statistical data and analytical information on the U.S. science and engineering enterprise, including research and development; the science and engineering workforce; U.S. competitiveness in science, engineering, technology, and R&D; and the condition and progress of STEM education in the U.S. In fulfillment of its mission, NCSES conducts large-scale statistical surveys, special studies, and complex analyses. NCSES is also responsible for producing the biennial Science and Engineering Indicators report for the National Science Board as well as other congressionally mandated products. Its data and analyses are disseminated to a broad range of clients using the latest technologies and data access mechanisms. NCSES accomplishes its work through a combination of in-house performance and contractual arrangements.

    Along with the Division Director and Deputy Division Director, the Chief Statistician maintains statistical oversight and preserves statistical integrity and efficiency of NCSES’ survey operations, advances survey methods employed in the Center’s data collection programs, ensures statistical rigor in data collection, analysis and reporting, acts to protect privacy and ensure confidentiality by establishing and implementing appropriate disclosure avoidance protocols, develops license agreements with researchers to permit access to restricted use data and provides oversight of those researchers and strives to expand the Center’s use of administrative/unstructured data to enhance and supplement NCSES’ survey and analytic activities. The Chief Statistician supervises and manages assigned staff, recommending personnel staffing requirements, determining position responsibilities, preparing hiring materials, and making hiring selection.

    The Chief Statistician represents NCSES to relevant external groups, fosters partnerships within SBE, the research community and the Federal statistical community, and with other Divisions, Directorates, Federal agencies, scientific organizations, international bodies and relevant professional associations and the academic community.
