This position is located in the Financial Services Division (FSD), Headquarters of the United States Marshals Service (USMS). The mission of the FSD, USMS, is to serve as the responsible office for developing, managing, and enforcing the financial management practices within the USMS. The FSD is specifically responsible for the USMS-wide budget formulation and execution, financial and accounting services, financial systems management; oversight and preparation of the USMS financial statements; audit coordination, procurement activities; and strategic and performance planning related to financial management. The APC operates with the FSD and provides consolidated select finance and procurement business processes designed to reduce the transactional and administrative burden on the 94 districts, enhance audit readiness, resolve existing material weaknesses by addressing identified areas of improvement, and eliminate future material weaknesses.
This is a developmental position. The target level for this training assignment is GS-0510-11 with a full performance target level at GS-0510-12. The incumbent performs a variety of developmental assignments in support of the overall work of the organization under closer supervision than will normally be received at the full performance level. Assignments will become progressively more difficult until the full performance level is reached. Non-Competitive promotion to the target job may be effected provided the incumbent is sufficiently experienced, meets all necessary qualification requirements for promotion to the target job, is performing the full scope of the major duties, and is functioning under the supervisory controls stated in the target job description.
The primary purpose of this GS-0510-09 position is to gain the experience and skill needed to perform professional accounting work. Duties include but are not limited to the following:
Designing, developing, operating, or inspecting accounting systems.
Prescribing accounting standards, policies, and requirements.
Examining, analyzing, and interpreting accounting data, records, and reports.
Advising or assisting management on financial and accounting matters.

You must meet the Basic Requirement through one of the methods described below.
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting, or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (You must submit academic transcripts.)
OR
Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.Your background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirement, you must have Specialized Experience and/or directly related Education as described below.
Specialized Experience: You must have at least one year (12 months) of specialized experience equivalent to at least the GS-07 grade level in the Federal service performing the following duties:
Reviewing data in reports or other documents to identify abnormal trends or balances;
Preparing internal and external financial reports;
Experience working to identify and resolve financial or budgetary findings or exceptions; AND
Using various software applications to prepare a variety of financial and/or budgetary reports.

Education: Two years (36 hours) of progressively higher level graduate education leading to a master's degree or master's or equivalent degree in accounting, or in a related field such as business administration, finance, or public administration. (You must submit academic transcripts.)
