Plans, coordinates, organizes, and implements programs designed to enhance the effective use of total resources in the operation of CYP activities. Program elements include responsibility of administrative and managerial functions of organization, personnel management and analysis, procurement, internal controls, facility management, and information management systems.
Serves as the CYP subject matter expert and advises CNIC and CYP Managers, Personnel Support Program Managers, Regional Commanders, Commanding Officers, and MWR and CYP program administrators of current management practices that should be employed in the operation of CYP activities. Develops and disseminates information on new initiatives and ensures recommendations are accepted and used wherever feasible.
Represents CNIC and participates in meetings and conferences covering the Navy’s CYP. Serves as CNICs point of contact and/or chairs/co-chairs working groups with representatives of higher echelons within the Navy, the Department of Defense, and the civilian community. These working groups deal with complex program functions that require substantial research to develop new approaches to the way CYP services are provided and funded. As required or requested, conduct inspections of CYP activities, individually or in conjunction with required ongoing headquarters inspection visits. Recommends appropriate corrective actions. As required, conducts field assist visits to CNIC CYP activities and attends numerous meetings, working groups, and conferences. In satisfying this requirement, incumbent must be able and willing to travel as much as 50% of the time.
Provides recommendations for the execution of CNIC CYP construction and special project funds. CYP facility construction programs, including NAFCON, MILCON, and special projects, are executed through NAVFACENGCOM, the incumbent identifies requirements, analyzes projects input, validates information, provides project selection recommendations, tracks progress of project execution, and is an advocate for effective CNIC-wide priorities.
Serves as CNICs representative for the CYP and MWR Integrated Process Team and Child Development Functionality Assessment Team and develops standards, metrics, and accreditation processes for Navy-wide implementation. Ensures programs maintain required DoD certification and is current with all applicable annual headquarters and local installation inspections. Ensure programs maintain appropriate national accreditation with the National Association for the Education of Youth Children (NAEYC), Boys and Girls Clubs of America (B&GCA), National Association for Family Child Care (NAFCC), and the National After-School Alliance (NAA).
Evaluates the content of new or modified legislation relating to CYP to determine the programmatic and financial impact within the CNIC AOR. Makes recommendations on proposed legislative changes to CNIC program guidelines.
Develops CYP policies, procedures, best practices within CNIC and evaluates potential and makes recommendation for Navy-wide implementation.
Articulates CNICs position and resolves issues through discussions with senior military and civilian personnel (06/GS-15 and above) from inter-agency (USDA GAO, DoDEA, DOT/USCG, DOJ, NRPA, AFYMCA, IMCEA, etc.) and inter-departmental (USA, USAF, USMC, SECNAV, OSD, NAVFAC, NEXCOM, etc.) and is often called on for expertise. Meets with senior industry personnel, including lawyers regarding contract negotiations related to CYP. The incumbent will have ad hoc contact with Congressional staffers to explain the impact upon the CYP resulting from Congressional legislation.
Financial duties 35%
Analyzes, makes recommendations, and provides technical expertise, for the optimum allocation of appropriated and Appropriated Fund (APF) and Non-Appropriated Fund (NAF) expended at each CNIC CYP field activity.
Develops six-year long-range resource and program plans for CYP. Identifies requirements and deficiencies for inclusion in the CNIC/Navy-wide Program Objective Memorandums (POM), Baseline Assessment Memorandums (BAMS), and other resourcing reports.
Coordinates and prioritizes capital equipment requirements, special projects, major construction projects for submission to Program Managers and/or higher authority.
Reviews and analyzes NAF financial statements. Determines the technical assistance necessary to maintain solvency at each activity.
Researches statistical data related to CYP operations, such as total revenues and expenses, equipment, programs, sales, employees, occupancy. Prepares reports, charts, and financial tables for presentation to higher authority.
Provides management/status briefs for CNIC headquarters management personnel.

Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) for up to:
(1) GS-14 CYP Program Analyst
(3) GS-13 CYP Specialist
(4) GS-12 CYP Inspectors

Expert knowledge and understanding of DoD/DoN philosophy, goals, vision, policy and programs relating to child and youth issues of military members. This includes processes required to develop, evaluate, and defend budget proposals and programs to higher levels in DoN, DoD, and Congress.
Expert knowledge of child development and youth programs, functions, organizations, policies, resources and analytical and evaluative processes. Skill in developing, organizing, and conducting executive studies through team efforts is required.
Expert knowledge of pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC AOR and translating legislation into program goals and implementation.
Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on the DoN/CNIC/CYP program goals and objectives.
Expert knowledge of appropriated and non-appropriated fund budget and financial management regulations, policies, processes and procedures. A thorough understanding of non-appropriated fund business practices as they relate to organizational structures, competitive environments, strategic management, marketing principles core competencies and performance measures is required.
Oral and written briefing skills with knowledge of techniques and formats for effective communication to flag level positions.
Knowledge of personnel management rules, regulations, policies and procedures governing military personnel, civil service employees, non-appropriated funds employees and contractors who work within DoD.
Knowledge of procurement and contracting rules, regulations, policies and procedures. Specific knowledge related to non-appropriated fund contract methods, administration and formats for a variety of contract types including service, supply, concessionaire, lease, and contraction/renovations is required.
Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations. Research methods include interviews, focus groups, working groups, surveys, and data search.
Knowledge of general accounting principles and the ability to design accounting applications in complex non-appropriated fund operational environments. Specific knowledge includes knowledge of accrual accounting, accounting classification codes, financial reporting, payroll, assets and liability management, fund equity, balance sheets, income and expense statements, cash flow analysis, capital budgeting, financial ratio analysis and property management.
