Duties

Help

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Analyst at the GS-7 and GS-9 level for OPAE's Office of External Engagement, you will assist higher graded analysts in the public health field, specifically with GAO and OIG correspondence.

Your duties and responsibilities include:

  • Assisting the GAO/OIG Liaison team in tracking the status of GAO and OIG engagements and recommendations.
  • Assisting senior staff in integrating knowledge and experience of public health programs and policies to provide guidance on cross-cutting procedural and multilayered and multifaceted policy and operational issues to other components of the agency and other governmental agencies.
  • Performing analytical support-type activities to gain knowledge, skills, and experience required for performance at the next grade level.
  • Attending various meetings with higher graded analysts to obtain information and take note on specific public health program areas.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above competencies, you resume must clearly demonstrate the required specialized experience stated below.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-7: In order to qualify for this position at the GS-7 level,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-5 level in the federal service.

Examples of qualifying specialized experience at the GS-5 level include performing the following types on a regular and recurring basis: Assisting in the development of health related studies or research projects; and, gathering a variety of narrative and/or statistical health related data to be used in preparation of reports, summaries, narrative statements and analyses of facts.

OR
Have one full year of related graduate level education in public health or a field related to this position.

OR
Have completed the requirements for a Bachelor's degree in any field, AND meet the requirements for superior academic achievement based on: a) graduating within the upper third of the graduating class in a college, university, or major subdivision such as the College of Liberal Arts or the School of Business Administration, based on completed courses; b) having a grade point average of 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR c) being elected for membership in a national scholastic honor society.

Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

GS-9: In order to qualify for this position at the GS-9 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of qualifying specialized experience at the GS-7 level include performing the following types of tasks on a regular and recurring basis: Assisting senior staff members with gathering and analyzing of public health related data via surveys, studies, surveillance, etc.; assisting with the planning and delivery of public health programs and initiatives; and, assisting in the administration and monitoring of public health programs information and documentation to ensure compliance with policy or legislative requirements.

OR
Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position.

OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.


Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
  • PUBLIC HEALTH - Knowledge of the principles, practices, & methods of administering public health programs to provide advice and technical assistance on the improvement of public health activities, including analysis & evaluation for public health programs at Federal, State & local government levels.
  • DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.
  • CORRESPONDENCE MANAGEMENT AND ANALYSIS - Administers, analyzes, or performs work establishing, disseminating/managing government correspondence; formulates processes, procedures, etc. to manage government correspondence; and ensures compliance with Federal laws governing the flow of correspondence.
