Duties

Help
  • Certifies and maintains qualifications as a Deputy Missile Defense Officer (DMDO) in the MAJCOM, Alternate Command Center, and MAJCOM higher strategic contingency mission lead the operation of the nation's Ground-Based Midcourse Defense (GMD) system.
  • As a DMDO, manages Ballistic Missile Defense worldwide Asset Management program and system Configuration Control Management from radar and satellite sensors to Fire Control Centers to Ground Based Interceptors including all associated servers.
  • Participates in the full scope of Command Center involved exercises. Participants in training session either as a student or as an instructor. Monitors all ongoing operations and exercises involving NORAD and MAJCOM missions.
  • Ballistic Missile Defense (BMD) Subject Matter Expert (SME). Serves as BMD SME on all BMD operations within the MAJCOM. While on duty as a DMDO and supporting the MDO in the Missile Defense Domains.

  • Upon assignment to this position, the incumbent is required to attend classroom and on-the-job training for this position approximately 2-3 months.
  • The incumbent is required to be certified, with an evaluation, in the position after training and must maintain certification with annual evaluations.
  • May be required to perform Battle Rooster functions during Exercise and Real World events.
  • Battle Rooster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingenct Command Center, Future Operations Center, Joint Enabling Capabilitty, and other tasks as assigned.
  • Duties may require additional duty hours and/or alternate duty locations.

Qualifications

This is a Term position NTE 31 March 2022; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.

This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of Ballistic Missile Defense Operations, N2C2 Operations, and Asset Management Program; detailed system knowledge on managing BMD system maintenance, testing, and operational availability to support MAJCOM's BMD mission; in-depth knowledge of BMD system capabilities, employment, and operations; and knowledge to establish or influence Tactics, techniques, and Procedures for employment of BMD systems and strategic ballistic missile defense of Homeland.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of ballistic missile defense operations and capabilities with general engineering/programmatic understanding of BMDS system components and relationships.

2. Knowledge of Tactics, Techniques and Procedures for employment of the BMD systems and strategic ballistic missile defense of Homeland (examples: Long Range Ballistic Missile Defense OPORD, 100th Missile Defense Element's GMD TSOP, and CJCS Vol VI EAP).

3. Knowledge of the traditional military decision making process and MD documents such as OPORDs, EXORDs, and Asset Management instructions.

4. Knowledge of Department of Defense, Joint Staff, and Services vision, strategic planning documents, and planning processes. Skills in preparing and presenting oral and written communications.

5. Ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, recommend solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership use and decision making.

6. Ability to cooperate in a high stress environment and skill in adapting to a quickly changing crisis to formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in Government. Knowledge of military command and control processes and the role of the Command Centers.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
