The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Conducts complex managerial and financial audits and special assignments to assess program efficiency, effectiveness, and compliance with program laws, regulations and other provisions.

- Conducts valid and reliable research when analyzing internal and external information to assess risk factors and identifies high-risk areas.

- Documents in audit workpapers the results of audit review, using correct formats, including source, purpose, conclusion, and results. Develops conclusions of audit tests that address the overall objective(s). 

- Identifies and applies complex specialized audit techniques to achieve audit objectives.

- Identifies complex computer files and applications and uses them as required.

Qualifications

You must meet the following requirements by the closing date of this announcement. 

Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7grade level in the Federal service. Specialized experience for this position includes: 

- Experience working for a tax administration organization that includes responsibility for documenting results of audits, projects or analyses in written documents, OR
- Experience applying accounting and auditing principles, concepts and techniques to assess risk and develop an audit strategy; AND
- Experience gathering and analyzing facts/data and drawing conclusions.

OR
2 years of progressively higher level graduate education leading to a master's degree or masters or equivalent graduate degree. Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Specialized experience: For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5grade level in the Federal service or equivalent qualifying educational accomplishment. Examples of specialized experience for this position could include:

- Experience working for a tax administration organization that provided the applicant with experience using tax administration programs or processes. OR
- Experience applying accounting and auditing principles, concepts and techniques to gather and analyze facts/data; And
- Experience organizing results of analysis to meet professional standards.

OR
Education: 1 year of graduate-level education or superior academic achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.

OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Public Trust – Background Investigation will be required. 
- You will be required to regularly report to the Duty Station listed above.  While teleworking is an option, approval is at management’s discretion based on duties, business needs, performance, etc
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
- The employment of any candidate, including a current employee or a new hire, selected for this position is conditioned upon review/check of the candidate’s tax compliance.  Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities.
