In addition to the time-in-grade requirements, to qualify at the GS-13 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Public Affairs Specialist. Specialized experience includes developing, reviewing, approving, and implementing communication materials on complex and controversial topics; maintaining positive, open communications channels with reporters, and internal and external partners and stakeholders; developing targeted scale social media campaigns and utilizing a diverse array of social media platforms to communicate information about agency programs policies, initiatives and other relevant information pertaining to public lands and natural resources to the public; advising manager and policy makers on legislation and its affects the organization.
There are no educational substitutions at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is generally sedentary and does not require unusual physical effort. Most of the work is performed in an office setting. Driving a car or pickup truck is periodically required. The work often requires walking outdoors and travel in light aircraft, helicopters, and off-road vehicles. Long work days are occasionally required to meet deadlines and resolve specific problems.
Work Environment: Most of the work is performed in an office setting although travel to field sites or other BLM/government offices is often required. Attendance at meetings at night or on weekends is sometimes required. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
