Duties

Help

The paramount purpose of this position is to serve as the primary point of contact to the United States Property and Fiscal Office's (USPFO) Comptroller Division as the action officer for the Defense Travel System (DTS), with responsibility for carrying out a wide variety of complex processes related to DTS. Manages and organizes a Tier II help desk for the Army National Guard (ARNG) within the state. Requires the performance of highly technical work in support of administrative/professional work covered by the Job Family Standard for Professional and Administrative Work in the Accounting and Budget Group, GS-0500. Requires practical knowledge of procedures, methods, and practices gained through experience and/or specific training less than that represented by college education. Work involves performing tasks requiring following methods and procedures laid out in published and oral instructions that are generally covered by established procedures or guidelines. This position requires carrying out or implementing plans or projects based on extensive experience and supplemented by on-the-job training rather than work performed typically in a narrow or highly specialized area of the overall occupation and requires a high degree of practical knowledge and skill. The incumbent works with considerable independence for significant periods of time.

CONDITIONS OF EMPLOYMENT & NOTES:
1. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
2. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
3. Irregular and overtime hours may be required to support operational requirements or contingencies.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

EXPERIENCE: To qualify based on your experience, your resume must describe at least six months of finance program experience which prepared you to do the work in this position. Specialized experience is defined as: possession of work experiences in the Defense Travel System (DTS), with the competencies to manage complex processes related to DTS, using the correct lines of accounting for payment of Government funds, making adjustments to budget estimates to different Department of Defense organizations through cross-examination, competent in the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees. Knowledgeable of the liaison work requirements between the USPFO/state ARNG and Defense Finance and Accounting Service (DFAS) Project Management Office (PMO-DTS), in regard to the functional use of DTS, monitoring and maintenance of DTS, as well as, the identification of and analyzing problem areas.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a legible copy of transcripts to receive this consideration.)

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

TIME-IN-GRADE: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal competitive service employees applying for reinstatement.

If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g. General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case he/she must complete the certification in the original 2-year period.

  • Taking appropriate action regarding missing documents and data, and documentation errors.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
To qualify for this National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education (e.g. Bachelor's degree or higher), the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. (If substituting education for experience, provide legible copies of transcripts clearly showing degree award and date. Transcripts that do not show degree award and date may not be accepted.)

Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-09 entry-level position. (Include proof of completed training with application)
