Help

Duties include but are not limited to:

  • Monitors and directs response to police and life safety communications, radio dispatching, telephone, and other emergency communication circuits.
  • Monitors all communication/security, surveillance systems, and related electronic equipment.
  • Receives and compiles information from various sources related to police and emergency incidents taking appropriate action regarding intrusion, duress, and alarms.
  • Directs response and/or modifies responsible personnel depending on the type of incident or request.
  • Operates a variety of communications and security equipment, such as computers, multi-frequency radios, multi-line telephone system, the NCIC terminal, and other related equipment.
  • Compiles and prepares reports related to events occurring in the operation of the police control center for dissemination of the completed products to various management officials.
  • Makes contact with various local, state and federal law enforcement officials for coordination of emergency situations.
  • Responsible for the orderly flow of communications between the police control center, Police Chief, and VA Police Officers of the everyday functions of the police activity.
  • Maintains accurate activity records/logs, interprets pertinent Laws and regulations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/14/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Works and communicates with clients and customers while supporting the Medical Center and Police Services mission, Handles conflict and problems in dealing with the customer constructively and appropriately. Uses computers, software applications, databases, and automated systems to accomplish work. Knowledge of surveillance and counter-surveillance techniques, polices, and laws, including overt and covert methods and electronic, optical, and video surveillance methods and tools. Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a 4-year course of study above high school . OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours of a course is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience.) To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically the employee sits to do the work. However, there may be some walking, standing, bending, driving an automobile, carrying of light items such as papers, books, small parts, etc. No special physical demands are required to perform the work.
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting, training rooms, or libraries. The nature of emergency communications involves efforts to provide quick and accurate information to law enforcement and to react to and process emergency information needs quickly and accurately. Duties include working off ­tours and rotating shifts. The work area is adequately lighted, heated, and ventilated.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
