  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Advises the Center Contract Team on development of contract requirements, integrates budgetary and contractual requirements, and develops status reports for review at all levels within the organization and with members of Center management.
  • Provides data management and analysis for the capital planning investment control process, policy, and compliance.
  • Analyzes program/contract expenditure data to identify trending, performs variance analysis of the costs; provides feedback to customers and recommends solutions to management and customers.
  • Uses forecasting and trending techniques to evaluate past performance of budgets; recommends solutions to improve future planning and execution. Analyzes/identifies methods/procedures to reduce program operating costs/improve program performance.
  • Works with technical project managers to coordinate activities and understand program/project requirements; uses cost-benefit analysis and other techniques to propose alternative methods and strategies.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level supporting business operations or assigned projects for a large organization to include assisting with acquisitions, proposal evaluation and budget analysis. Experience participating in the development of work products and services for customers/clients to ensure mutual goals and objectives are met.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher level graduate education in an appropriate field; or LL.M., if related
OR
d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level managing the internal and external business operations for a large organization to include handling acquisitions, proposal evaluations, budgeting, and performance measurement. Experience determining customer/client needs, developing/delivering quality work products and services, and providing information or assistance to meet needs.
