2 - Secret- This position has been designated non-critical sensitive and requires incumbent to obtain and maintain eligibility for a Secret clearance.  Must meet and continue to adhere to the requirements of a Tier 3 level background investigation.

As a HR Specialist (Performance Management/Employee Relations), you will:
- Lead, plan, develop, coordinate, and implement FinCEN and Department of Treasury policies. Ensure compliance with overarching policies established by OPM, and Executive Orders, as well as consonance with basic laws for assigned programs and in related titles 5 and other sections of the U.S. code.
- Serve as the employee relations advisor providing interpretation, information, and guidance on the full range of employee relations problems and issues as they relate to involuntary terminations (resignation, termination of temporary appointments, termination of probationary/trial period employees), adverse actions (removal, suspension, change to lower grade for cause); advise senior managers on proper procedures in preparing all counseling, proposal, and decision letters for both disciplinary actions (admonishments, reprimands) and non-disciplinary actions such as counseling, investigations, and performance-based actions.
- Represent FinCEN regularly as the senior FinCEN's specialist in assigned program/project areas. Serve as the focal point in these areas and provide technical assistance, policy interpretation, and alternative options to senior FinCEN officials, as needed.
- Perform special assignments in support of FinCEN employee relations areas, such as leave administration, work schedules, pay administration, case law research of specialized issues, and ER training. Provide mediation services between management and employees on job-related issues, negotiate and prepare all settlement agreements (except EEO). Negotiate and prepare memorandums of agreements pertaining to employee relation matters. May support projects that require eligibility for access to classified information.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
-
Experience independently performing Performance Management program administration, including guiding managers on Performance Management issues; AND
-
Advising management on grievance procedures; AND
-
Applying employee relations related policies; AND
-
Analyzing factual data to arrive at appropriate administrative actions.
 
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 grade level, you must have been at the GS-13 grade level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
