Duties

Help

You will serve as a Contracting Officer's Representative (COR) for services procurements supporting multiple Departments. The position provides analytical and administrative services related to the tracking and resolution of technical and business operation issues. These will arise from customer base requirements and inputs, the management and use of material and/or services provided for mission support, metrics supporting use of facilities and acquisition strategy, and the provision for a variety of department support functions within the division and department.

Overall tasking will be assigned through the Acquisition Branch Manager. The incumbent is responsible for assisting both the Contracting Officer (KO) and the technical codes in planning, soliciting, administering and exercising financial, programmatic and technical oversight on contracts, SeaPort-e task orders and other procurements as nominated by the Department and appointed by the KO. The Incumbent uses their technical systems and procurement knowledge to help technical customers identify and specify their contractual requirements and formulate the necessary procurement documents; create estimates of time, labor and Other Direct Costs (ODCs); assess contractors' capability statements and evaluates contractors' proposals; participate in Contract Strategy Review Boards (CSRBs), Service Contract Review Boards (SCRBs) and Service Requirements Review Boards (SRRBs); carry out fiduciary oversight functions on awarded procurements; resolve routine oversight problems; recommend solutions for larger problems; monitor financial expenditures on procurements; conduct inspections of products and services as required; report contractor performance via official data systems including the Contractor Performance Assessment Reporting Systems (CPARS); and participate in and support the activities of award fee and incentive fee boards.

Qualifications

TO QUALIFY FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing administrative tasks in support of an organization's procurement actions.

TO QUALIFY FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing complicated administrative tasks in support of an organization's procurement actions.

TO QUALIFY FOR GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing administrative tasks in support of an organization's procurement actions.

TO QUALIFY FOR GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with performing administrative tasks in support of an organization's procurement actions.

Education


Education may be substituted for specialized experience as follows:
For the GS-11:
Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related; OR A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-09:
Master's or equivalent Graduate Degree -OR- 2 full years of progressively higher level Graduate Education leading to such a Degree -OR-
LL.B. or J.D., if related.

For the GS-07:
1 full year of Graduate level Education -OR- Superior Academic Achievement.

This is a vacancy for a Contracting Officer's Representative with the Business Directorate, Acquisition Branch (BD33) at Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). NSWC PHD is one of eight Divisions within the Naval Sea Systems Command's (NAVSEA) Naval Surface Warfare Center and provides test and evaluation, systems engineering, integrated logistics support, in-service engineering and integration of surface ship weapons, combat systems and warfare systems. NSWC PHD is located approximately 60 miles north of Los Angeles near the communities of Oxnard, Ventura, and Camarillo, CA, and is on the Naval Base Ventura County.
