Summary

About the Position: Incumbent, as an Emergency Services Dispatcher, provides emergency police, fire and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. Works under the general supervision of the Branch Chief, who provides instruction for duties and responsibilities both orally and in writing.

Duties

Help
  • Provide assistance and information to medical, police and fire personnel by acting as a liaison between department personnel and other agencies.
  • Perform crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene.
  • Maintain an accurate status and availability of emergency response equipment and personnel to assure prompt and accurate response.
  • Ensure all records, reports and logs are accurate and complete
  • Receive 911 calls, security system alarms, and radio messages involving emergencies, complaints, violations, accidents or requests for information and assistance.
  • Refer non-emergency calls to appropriate civilian and government agencies.
  • Question call to determine nature of call, priority level and appropriate level of response.

  • Must be able to obtain and maintain Secret clearance.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a pre-employment and annual physical, medical examination to determine fitness for performance of the duties of this position (Physical, emotional and mental stability, etc)
  • Incumbent must meet established hearing and vision tests. Must be able to distinguish colors.
  • This position requires Temporary Duty (TDY) up to 5%.
  • The incumbent must attain Continuing Dispatch Education (CDE) requirements through in service training that is offered locally and any mandatory Department of Army (DA) Civilian training.
  • Position is subject to shift work. This position requires rotating shifts. The incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent may be required to work emergency overtime.
  • Incumbent is required to work (mission essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to the duty station at the regularly scheduled time.
  • The incumbent is required to possess and maintain certification in Emergency Medical Dispatch System and Emergency Fire Dispatch system through an accredited source.
  • The incumbent is required to attend National Accredited Public Safety Dispatcher Training. Continuous current certification is a condition of employment.
  • The incumbent is responsible for attaining continuing dispatch and Intrusion Detection education requirements through in-service training that is offered locally.
  • Individuals must possess and maintain a valid State driver's license.
  • The incumbent must successfully pass a national Criminal Information Center (NCIC) Interstate Identification Index (III) background check.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) or a Memorandum of Understanding (MOU).
  • The incumbent is required to pass urinalysis testing as required prior to appointment and periodically thereafter. to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The work is performed in a highly stressful, restricted office environment. This position requires the incumbent to wear a prescribed uniform and safety apparel.
  • The incumbent is responsible for attaining Fire Alarm Monitoring and Intrusion Detection education requirements through in service training that is offered locally.
  • Incumbent must possess and maintain the following certifications: DoD Telecommunicator I/II, Emergency Telecommunicator Course (ETC), International Academy of Emergency Dispatch (IAED), Criminal Justice Information System (CJIS),
  • DoD Hazardous Materials Awareness, ICS IS100/144/200/700, Criminal Justice Information System, National Crime Information Center (NCIC), and Oklahoma Law Enforcement Telecommunications System (OLETS), First-Aid and CPR.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Dispatch emergency personnel (police, fire, medical, hazmat, rescue, etc) as necessary; 2) Obtain pertinent information from callers to ascertain the nature of their emergency or request for assistance; 3) Provide clear and precise instructions to callers in high stress conditions; 4) Utilize dispatching and/or law enforcement communication systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Criminal Justice or Law Enforcement.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
